This is VoxelGI.
It has a voxel (like minecraft but smooth) version of the world in the background, and it uses it to render the reflections. 
Unreal/Unity have voxel buffers (Distance Fields) running on the pipeline as well, but they don't use it for GI or Reflections, they use blurry shitty screen space effects instead.
