Yes on a broad sense, but depends on how you define technocracy.
The European "Empire" will be more of a technocracy in the traditional sense, that it is a singular power with a technocratic class that is bureaucratically ranked by expertise/consensus and rules over everyone else while keeping them from having access to knowledge and technology.
The American hemisphere will be more like a corporate federation of private entities. Those corps can be (and most will be) technocratic, but other social organization models are also available.
