He's a bit more than a crook, he is likely a Chinese glowie. He says 90% of truthful things, but omits very specific things, and distorts slightly other very specific things. 
It becomes obvious as he has to contradict himself later when events go down. But he is pretty good at least at explaining some of the background of the real game.
This is why Dugin started by talking about the Chinese eschatology, something Jiang never talked about. But as Jiang was cooperative they didn't fight and just took shots at the Technooligarchs.
