What about regular civilians, I don't think they do much resistance. + few monthes ago there were protests in occupied cities. I think, almost every of the most protesting humans is captured now. They may be in (russian) reeducation (?) camps, killed or in prisons.
This is a regular practice in totalitaristic countries in our digital age. To give a little indulgence, process captured information, videos of protesting people, and then simply remove they.
