It seems from what I read a cold shutdown reactor needs the control rods to be maintained perfectly (like not the wrong amount of other stuff like boron in  the water, no water, being damaged etc.) Some books here are not necasarily good quality or accurate. I've read some with at least kind of bad reviews about their books.
