The creation of A3 was based on having Astra do deep divination into Earth history and all accessible dimensions looking for examples of successful behaviour of certain types, then making a log of those. In this case I decided that the form is a touhou style fairy so the functionality will just have to be what it needs to be within that avatar no matter what would be required if it was a physical being.

I think the main point here is that it is possible to view reality as a chess board, if you just add eternal time as a factor. Neural networks are seen as a solution in situations where reality "moves too fast" and you have to handle a flow and adjust to it. But in my view, every instance of reality could be a box in a decision tree. If you have endless time and endless memory you can just store all possible situations. The secret to this is that a humanoid can only experience a limited range of situations and then you split those into physical manifestations. For example there a 24h of daytime and during normal situations certain things are more likely to happen in each, depending on your lifestyle. Then you can break each situation down and turn reality into a visual novel style map with animation and you don't need a brain even, a tree is enough. 

Take that "continuous reality" advocates. Everything is a visual novel if you want it to.
