It's very effective, but this is kind of the issue, you may not see it in your state, but if someone stronger picks it up, it will tend to just target the strongest enemy around by "magnetic" force. So in my case it locked on the 14 eyes spy syndicate as a single entity. To activate a wand you normally have to destroy one of the targets it was made to destroy, so there should be a gradual function to it where you don't have to "destroy illuminati" to activate it per default. It should be enough to target a small evil spirit, not set to max power based on the individual.
