Whoever designed the meme was a genius. The yellow rose has a meaning which can, if you want, be interpreted as her being black by American logic. This removes the racist angle and makes it about the legal federation vs state issue directly, as well as the Trumpist angle of "immigration, but legal". It probably also helped in the manifestation.
