I dunno what's going on with that pic.
It wasn't deleted because the element is in the DOM with the link pointing to the file.
Try uploading the same pic pls. This  >>/149/ isn't the same, I can tell from the pixels. And the file size actually.

It was fixed. And even then the OP couldn't be deleted with that "trick".
