Sorry about the confusion, since we're not rolling initiative in the traditional sense, and both you and Alice posted something about what you wanted to do and were given orders which wouldn't require specific timing, plus my windows of opportunity to make any significant post with Bear's computer and in an effort to keep the flow of scene progression, I decided it was fair to let the NPCs move, but the turn is not over. You and Alice still get your actions before the start of next turn. Also keep in mind that in this case you could technically get two turns before the shown NPCs move again so you could take two turns now if you wanted and I will end the current turn and start the next turn with your action since we are playing it loose with initiative.
Even though you were given an order to pin down the rothe, even if you dashed, you would have still been 20ft from it before it was allowed to take its turn. Keep in mind the tiles in the map are approximately 10ft square, you have 30ft movement and 60ft with dash but were approximately 80ft from the rothe.
I didn't mean for it to be a penalty for you that you didn't make a turn fast enough and in other cases you should have had the entire 48 hours to make a turn other than my reasoning above. As it stands, the time between posting the turn and the NPC actions was 25 hours. Currently you have approximately 15 hours to complete your turn for this round before the next turn is forced to begin.
Since you feel this was an error on my part, you and Alice have both been awarded inspiration. You do not have to use it in this scene and it is transferable. However, keep in mind my reasoning for the future and turns may play out as it makes sense to me rather than following strict rules. If this happens again and you feel it's unfair, we can negotiate stricter rules for the turns. I don't want your schedule to get in the way of your enjoyment.

The inner walls of the walled city are between 24 and 30 ft tall (8-10m). You are currently about 100ft away from the closest wall (due south next to the gate). However, if you move 70 ft south, you will effectively escape the combat area and will be given the option to end your involvement and thus will not be able to make another move until combat ends. However, you also won't get a share of the experience for this combat.
The terrain shown on the map is a relatively flat plaza with a slightly depressed inner circle with a sizeable statue in the middle. The wall that Yulya is referring to is 1.5m (4-5 ft). It is a simple retaining wall like a raised planter.
Keep in mind that the enemy could also choose to flee and the combat would end as well.

The wall where Alice was directed to go is only about 1.5m however, the Rothe wouldn't be able to attack anyone on that either since it can't jump or climb. So that dark area with the trees is a safe upper space from the rothe.
For reference, the roofline of the cart is approximately 3m tall.
The green arc of grass is approximately level with the pavers the cart is sitting on. The area in the center surrounding the statue is about half a meter (2ft) down. So there is an inner retaing wall about the right height to sit comfortably and gaze upon the commemorative statue.

I will also allow the notion that Alice can climb walls at 15ft/turn like any other humanoid without special climbing ability.
