I think you have a great plan.

You will be able to get a minimal outfit that Alice would like for a reasonable cost.

Pg 29 of the Arms and Equipment guide has "costumes". 

Any outfit that costs a lot is akin to armor and will boost AC by 1 or so even with the unarmored bonus undisturbed; Alice is not required to wear shoes and this will count as undergarments and clothes for the purpose of decency and AC.

I believe what she wants is a robe, a cloth one is 1gp, and it will be a fine robe fit for any adventurer. They have halfling sizes that would fit her. A cloak is a bit more crude for 3sp. The hood is extra if you want one but it is only 5cp for a cotton one.

There is no mask listed but I can tell you the mask Alice wants, which is made of finely carved and painted wood, is available at the arts shop, and they will have just about any animal face including the Japanese style fox for 1 gold. A simple mask would be 3sp.

So you could get alice set up like a proper geisha for 2gp.

You do not need to specically go to these shops so you can say, "I stop by the art shop to buy a mask and the textiles shop to buy the cotton robe."

I have a hint for you, you are known now by the guards (and loved apparently) and they will accept you walking around without harassing you, so since the parkways are public spaces, you may walk about freely there. So getting to Alice will be easier than you think.

As long as no one has direct line of sight for the awakening, they won't particularly care about a halfling sized humanoid with a mask in your party. So you could bring her along to the guild for registration with you.

So truly you have the run of the city.

Once Alice is registered, they will know she is plasmoid and won't discriminate. The general public may still react unfavorably to her unmasked appearance but as soon as they see the copper plate, she will also enjoy respect and admiration by most. Adventurers are regarded highly and they're the milk and honey of the city. She will be well known within a day once she's registered because they are so rare. So even a slip up won't be too much issue.

The people of the city geberally respect adventurers and also expect you will solve all their problems at the drop of a hat and expect you to save the world, even if you're a hideous abomination or conjure them regularly.

The nobility consider themselves the real heros and the Adventurers as mercenaries or pawns. They are akin to knights and are respected even by nobility as long as they do as their told. Money is no concern for the ruling class so they consider them fodder. However the higher level adventurers are generally seen as celebrities to the working and especially the poor classes, the nobility aren't, so even nobility will play the part to keep up appearances and will want to be seen with them to boost their image.

For reference, a candied apple will cost you 1sp. You would need to eat 3 to count as a daily need for sustanance and would count as a "modest meal".

Eating more than minimally will increase your travel range beyond 8 hours.

The pricing listed in the edible items section are very odd, ignore them.
