In the states, it depends strongly where you live. I've lived in three places:
This us the perfect analogy, your car breaks down on the side of the road: In the south people are genuinely nice, so they'll help you in any way they can even if they have nothing. In the northeast, people will go out of their way to help you but berate you for needing help. In the southwest people will sympathize for your situation honestly but then drive past.
On the street: in the south people want to talk to you and not let you go. In the northeast, people do not want to insult you. In the southwest, people do not want to talk to you, eyes forward, walk past.
From what I saw Alaska is like the south. People are genuinely nice and want to talk.
Nowadays you better match their ideology though. Being a moderate chameleon, I match everyone.
