They're too easy to get into. Just like BDO. It would have been very easy on alcohol, too, if not for the terrible side effects. If ethanol were not so toxic, there would be many more alcoholics.
But you don't understand the point at all. The purpose of the major is not to ban the harmful or adjective. Major's goal is to ban high.
Ethanol is not legal because it is less fermented or less addictive than alternatives. Ethanol is legal because it is too easy to produce. Sugar, yeast, braga. If it were a little heavier, with all sorts of synthesises or grooves like other drugs, then ethanol would be banned. Actually, they tried to ban it many times, dry laws were introduced in different countries, but everything always stopped about the simplicity of production.
