I tried searching around seeing what else has weapons in the crotch. I was sure games where you could customized a lot about your unit would have guns on the lower torso, but that's not the case. 

Of course we know there's some with cockpits in the cock or for a cock.

Seems to me that the crotch is a good place to put something like a flamethrower to deter infantry?

Depends on the size. The feet have to be light and throwing any weapons down there if it's not Dancouga would make it wonky.  Also what would happen if the feet get shot?  They would explode in a huge fireball.
