Something like the CIA did with Taiwan's nuclear program in the '80s. The Republic of Korea imposed sanctions against Russia.

Seoul has included in the sanctions list 11 individuals and 15 organizations that it considers involved in military cooperation with the DPRK and the financing of North Korean nuclear and missile programs. Seven people and 13 companies on the list are Russian. The sanctions will come into force on December 19, South Korea’s foreign ministry said.

Under the restrictions, in particular, were the generals of the Korean People’s Army (KPA): Deputy Chief of General Staff Kim Yong-bok and Director of the Operational Bureau Shin Geum Chol, as well as the Storm Corps, its commander Lee Bong-jung and missile engineer Lee Song-jin.

In addition, the blacklist includes a number of Russian businessmen and companies headed by them: Roman Alar and Parsek, Igor Michurin and Ardis-Bearings, Alexander Gaeva and Apollo, Rafael Gazaryan and Rafort, Alexei Budnev and Technology Co, Pavel Shevelin and Verus. They are alleged to have engaged in trade in arms and military equipment, including supplying key missile materials and technology to North Korea.

The sanctions list also included Timer Bank, the International Settlement Bank (IDB, South Ossetia), CMRBank and RFK Bank.
