We read this treaty couple days ago - binding on POTUS the AG and the Ukes

It spells out clearly that the legal representative regarding requests from the USA to Ukraine is the AG or an appointee there of. As per this treaty, the Ukraine must respond to any request of the USA regarding, among other things: evidence, items, documents, records. They must detain or hand over persons involved in criminal activity, compel any and all involved to testify, whether in the USA or Ukraine, etc… Also, a very key detail is written into this treaty and I believe this is where the corrupt individuals are going to get bent over and proper fucked:
> Per Article 5 - If the "Requesting State" was Ukraine, and they were requesting aid from the USA, the USA would be the "Requested State in this scenario. Per Article 5.4 - "If the central authority of the requested state determines that the execution of a request (in this case aid) would interfere with an ongoing criminal investigation, prosecution or proceeding in that state, it may postpone execution, or make execution subject to conditions determined to be necessary after consultations with the central authority of the requesting state. If the requesting state accepts the assistance subject to the conditions, it shall comply with the conditions."
> This means two things. 1. POTUS waited for Ukraine to request aid to make them subject to this article and section. Because the AG already knew of corruption on both sides, execution of aid was temporarily halted due to an ongoing investigation. 2. Aid was released AFTER Ukraine had complied with conditions set forth by the USA, meaning POTUS mentioning the server was merely a reminder of Ukraine's obligation to comply with the 1998 treaty.
