Regulators close crypto-focused Signature Bank, citing systemic risk

U.S. regulators on Sunday shut down New York-based Signature Bank, a big lender in the crypto industry, in a bid to prevent the spreading banking crisis.
“We are also announcing a similar systemic risk exception for Signature Bank, New York, New York, which was closed today by its state chartering authority,” Treasury, Federal Reserve, and FDIC said in a joint statement Sunday evening.
The banking regulators said depositors at Signature Bank will have full access to their deposits, a similar move to ensure depositors at the failed Silicon Valley Bank will get their money back.

Load shedding is killing 5G in South Africa
The perfect storm of a power-crippled 5G roll-out will widen rather than narrow the digital divide in South Africa.

The South African telecommunications industry is in a state of flux.

On one hand, 5G network roll-outs are gathering pace, with the latest news that Nokia has won a major deal to expand MTN’s 5G network to more than 2 800 additional sites around the country.

On the other hand, there seems to be no eLoad shedding is killing 5G in South Afric and in sight to the country’s power crisis, with storm clouds gathering around the key stakeholders following the explosive allegations levelled at Eskom and the governing ANC by ousted CEO André de Ruyter.

While 5G promises to bring many benefits to consumers, including faster download speeds, lower latency and better network capacity, it also comes with some challenges, one of the most significant being increased power consumption. One of the selling points of 5G is that it’s more “eco-friendly” than LTE, but even though 5G consumes less power per bit of data, because it transmits significantly more data than LTE the net result is also significantly higher power consumption.

While 5G in South Africa won’t be using millimetre-wave bands because the spectrum has not been made available to local operators, it will still be using more power to transmit signals in the available sub-6GHz spectrum.

This is why power – or rather the lack of it – can ultimately be a 5G killer.

As with fibre and LTE, 5G roll-out started in the wealthier areas, because it entails a big upfront investment and needs measurable return on investment to make it viable. So, the first stage of the 5G roll-out will naturally take place in high-LSM-income, high-density urban areas. In rural areas, where communities are poorer and less densely populated, not too many customers even have the phones to use it, and the investment required will be exponentially more because of the power issues mention

Invalidated

So, not only is the power crisis causing service disruptions across the board, it’s changing the dynamics and threatening the future plans for the vendors currently committing to the 5G roll-out in the first place. After all, there are many smart people that for years have been working on the strategy of rolling out national 5G networks, and almost overnight all those calculations are invalidated because they never took into account that we’d have power issues like this.

The bottom line? The energy crisis affects the cost of deployment, which affects ROI, and if ROI isn’t right deployment can’t happen from a business perspective.

The longer the power crisis continues, the more it will change the way we thought things would happen, development wise, on expanding and improving 5G network coverage and getting people connected. Everyone is talking about bridging the digital divide. The problem has never been the lack of Internet access, but rather the lack of affordable Internet access.

The perfect storm of a power-crippled 5G roll-out will only make things worse, and widen rather than narrow that divide.

The silver lining, if there is one, is the strong wireless Internet service provider (Wisp) community that has already accounted for and mitigated against many of the power issues we’re experiencing today, and as such has a head start on any 5G deployment in South Africa’s rural and remote areas.

Wisps have several advantages over 5G mobile networks when it comes to coverage, speed, cost, reliability and flexibility of internet access delivery. Ultimately, the choice between Wisps and 5G mobile networks will depend on the specific needs and requirements of the customer or organisation. But with the power crisis potentially putting a spoke in the 5G wheel, the obvious choice for many South Africans may ultimately be made for them.

SINGAPORE (Reuters) - The U.S. dollar fell sharply on Monday as authorities stepped in to cap the fallout from the sudden collapse of Silicon Valley Bank, with investors hoping the Federal Reserve will take a less aggressive monetary path.

The U.S. government announced several measures early on Monday Asian hours, and said all SVB customers will have access to their deposits starting on Monday. Officials also said depositors of New York's Signature Bank, which was closed Sunday by the New York state financial regulator, would also be made whole at no loss to the taxpayer.

The Fed also announced it would make additional funding available through a new Bank Term Funding Program, which would offer loans up to one year to depository institutions, backed by Treasuries and other assets these institutions hold.

The dollar index, which measures the U.S. currency against six rivals, fell 0.528% at 103.69, its lowest in nearly a month after Goldman Sachs said it no longer expects the Fed to deliver a rate hike at its March 22 meeting. It had previously expected a 25 basis point hike. 

The SVB collapse led investors to speculate that the Fed would now hesitate to hike interest rates by a super-sized 50 basis points this month. Investor focus will now be on Tuesday's inflation data to gauge how hawkish the Fed is likely to be.

"From the perspective of the FOMC, their concern is still inflation and inflation has not really decelerated," Carol Kong, currency strategist at Commonwealth Bank Of Australia, adding that Tuesday's CPI will continue to show that inflation remains persistently high.

"Given what's happened in the U.S. financial system, a 25 basis point hike is more likely than a 50 basis point hike."

The market is now pricing a nearly 18% chance of the Fed sticking to its current rate and an 82% chance of a 25 basis point hike. In contrast, the market was pricing a 70% chance of a 50 basis point hike before the SVB collapse.

"Terminal rate expectations should remain below the peaks reached during Powell's testimony last Tuesday, with a more cautious approach likely in the aftermath of this meltdown," said Karl Schamotta, chief market strategist at Corpay.

"The episode will contribute to higher levels of background volatility, with investors watching warily for other cracks to emerge as the Fed's policy tightening continues."

Meanwhile, the Japanese yen strengthened 0.95% to 133.71 per dollar, having touched a one-month high of 133.58 earlier in the session.

The euro was up 0.86% to $1.0731, hovering near the one-month high of $1.0737 it scaled earlier. Sterling was trading at $1.2139, up 0.92% on the day.

The Australian dollar surged 1.41% to $0.667, and was on track for its biggest one-day percentage jump since Jan. 6. The kiwi gained 1% at $0.620.

WASHINGTON, March 11 (Reuters) - Former U.S. Vice President Mike Pence offered his most forceful rebuke to date of his one-time boss Donald Trump on Saturday, saying that history will hold him accountable for his role in the Jan. 6, 2021, attack on the U.S. Capitol.

Pence was in the Capitol when thousands of Trump supporters breached the building in an attempt to stop Congress from certifying the results of the 2020 presidential election, which Trump lost to Joe Biden.

As the vice president has the constitutional role of Senate president, Pence was presiding over what had always been the ceremonial task of approving the votes of the Electoral College to select the president and vice president.

Throughout the siege, Trump sent several tweets, one calling on Republicans to "fight" and others making false claims of voter fraud. He also criticized Pence for certifying the results.

"President Trump was wrong," Pence told assembled journalists and their guests at the Gridiron dinner, an annual white-tie event in Washington, D.C.

"I had no right to overturn the election, and his reckless words endangered my family and everyone at the Capitol that day, and I know that history will hold Donald Trump accountable."

Pence, who is considering a run for the Republican nomination for the 2024 presidential election, was whisked to safety by law enforcement during the attack.

Asian bank stocks tumble as US systemic concerns prevail

SINGAPORE, March 13 (Reuters) - Shares of banks in Asia slumped on Monday after the collapse of a U.S. startup-focused bank sparked a global flight to quality on fears of broader systemic risk, even as authorities tried to stem the contagion with steps to placate depositors.

The U.S. administration stepped in on Sunday with a series of emergency measures to shore up confidence in the banking system following the failure of Silicon Valley Bank (SVB) (SIVB.O), which marked the biggest U.S. bank failure since the 2008 financial crisis.

After a dramatic weekend, U.S. regulators said the bank's customers will have access to all their deposits starting Monday and set up a new facility to give banks access to emergency funds.

The Federal Reserve also made it easier for banks to borrow from it in emergencies.

While U.S. stock futures and tech shares rose in Asia trade on the back of the news, banks in the region were unable to shake concerns about systemic risk and tracked losses in their Wall Street counterparts from the Friday session.

In Hong Kong, shares of HSBC Holdings opened roughly 1.7% lower at a two-month trough while Standard Chartered Bank shares fell nearly 1% to a one-month low.

U.S. banks lost over $100 billion in stock market value late last week following the collapse, while European banks lost around another $50 billion in value, according to a Reuters calculation.

"The Fed are not only addressing concerns over the bank's asset side of the balance sheet but on the liability side, where they are essentially stepping in front of a larger bank run, which...can be devastatingly swift to bring down any institution," said Chris Weston, head of research at Pepperstone.

"There's likely going to be further migrations to the stronger banks and those with a large asset base and low equity will continue to see depositors divest capital."

SVB's collapse comes alongside the closure of crypto-focused bank Silvergate (SI.N), which last week disclosed plans to wind down operations and voluntarily liquidate, in the aftermath of FTX's implosion last year.

U.S. state regulators on Sunday also closed New York-based Signature Bank (SBNY.O), which became the next casualty of the banking turmoil after SVB.

Disney district’s privileges remain even as new board takes over | Commentary

Our Florida governor has been loud and clear: the Walt Disney Co. shouldn’t have privileges its competitors don’t share. I generously agree.

When 1967 legislation granted Disney a special-purpose government that I dubbed a Vatican with Mouse Ears in my 2001 book, “Married to the Mouse,” they gained the prerogative to plan, zone and perform building inspections throughout their property — a competitive advantage saving them time and money in all they built.

It’s the kind of advantage that Gov. Ron DeSantis said he’s going after by appointing a new board to oversee the improvement district once known as Reedy Creek.

Example: In the mid-1980s Disney and Universal Studios raced to open the area’s first movie-studio theme park. Universal started first but was hobbled by having to comply with external regulations. In the end, Disney-MGM Studios opened 13 months ahead of Universal, about the same time needed for land-permitting.

Weren’t these regulatory advantages removed by DeSantis and the Legislature with the recent moves to take over Reedy Creek oversight? No. Exactly two powers were excised: the power to build an airport and to construct a nuclear power plant, neither of which, as I know from my research, Disney ever contemplated exercising. When they came, they asked for a lot, knowing they would get it.

And Disney’s exemptions grew as the county’s powers grew. In 1985, Orange County adopted an impact fee requiring new development to pay 52% of the cost of needed road improvements. Yet Disney claimed an exemption based on the terms of their Reedy Creek charter. At the time, their announced plans for hotel and shopping complexes would have generated $2.6 million in impact fees.

The same occurred when Orange County adopted a law-enforcement tax for property owners in unincorporated parts of the county — places where the sheriff is first responder. Again, Disney scored an exemption.

Was this abuse corrected by DeSantis and the Legislature? No, a “new sheriff” may have come to town in the form of a new board of supervisors, as DeSantis called it, but the powers and prerogatives of the board essentially remained the same.

And what of the $1 billion in bonded debt they inherited? Beforehand, Reedy Creek borrowed a lot because they could borrow so cheaply, claiming the district contained a city with real residents and therefore able to issue tax-free municipal bonds. Tax-free as in subsidized by the federal government aka federal taxpayers.

How is that even legal? It’s legal because Disney said it was going to build a real city with real residents when they came in the 1960s: they said 20,000 people would live and work and play there. And the state Supreme Court, able to say yea or nay, believed them and the power was granted.

Was it a false representation? In hindsight, obviously. If the court’s decision was errant when made in 1968, is it still errant today?

These advantages granted to Reedy Creek still remain. So if it’s wrong when Disney does it, is it wrong when DeSantis does it?

Cloudflare, the leading Internet performance and security company, today announced that it raised $150 million in its latest round of funding, led by Franklin Templeton. 
The company is also announcing two appointments to its board of directors, Stan Meresman, former CFO of Silicon Graphics, and Maria Eitel, founder and co-chair of the Nike Foundation who is married to Peter Buffett, son of WARREN BUFFETT.

Eitel served as the president and CEO and is now the co-chair of the Nike Foundation and chair of Girl Effect, an independent nonprofit created by Nike in 2008 to focus on ending poverty globally. Eitel joined Nike in 1998 as its first vice president of corporate responsibility. She previously ran European corporate affairs for Microsoft and worked in media affairs at the White House, where she was a special assistant to President George H.W. Bush.

"My career has been focused on creating global change, and the Internet is a huge part of that," said Eitel. Regulators close Signature Bank, second shuttered by feds after SVB disaster
The federal government Sunday announced the failure of a second bank with deep ties to the tech industry — as regulators rushed to try to stem the losses caused by last week’s collapse of Silicon Valley Bank.
Manhattan-based Signature Bank — a key financial institution for the cryptocurrency industry — was shut down over a “similar systemic risk exception,” according to a joint statement from the heads of the US Treasury, Federal Reserve and Federal Deposit Insurance Corp.
Silicon and Signature depositors will be made whole, but the banks’ shareholders and unsecured debtors will not be protected, officials said.

HSBC pays £1 to rescue UK arm of Silicon Valley Bank after all-night talks
LONDON — HSBC on Monday announced a deal to buy the U.K. subsidiary of collapsed U.S. tech startup lender Silicon Valley Bank, following all-night talks.
HSBC confirmed that its U.K. ring-fenced subsidiary, HSBC UK Bank, had agreed to acquire SVB U.K. for £1 ($1.21). The assets and liabilities of SVB U.K.’s parent company are excluded from the transaction.
The acquisition “strengthens our commercial banking franchise and enhances our ability to serve innovative and fast-growing firms, including in the technology and life-science sectors, in the U.K. and internationally,” said HSBC Group CEO Noel Quinn.
“SVB U.K. customers can continue to bank as usual, safe in the knowledge that their deposits are backed by the strength, safety and security of HSBC.”

Toronto-based Black & McDonald has so far refused to publicly comment on the cyberattack, while the Department of National Defence and other clients of the company have downplayed any impact or damage.

U.S. District Judge Mitchell Goldberg this week rejected a request from biomedical company Moderna to dismiss a patent infringement case concerning two companies that have alleged Moderna's COVID-19 vaccine used patented technology.  Arbutus Biopharma and Genevant Sciences sued Moderna in 2022, the Epoch Times reported.

Moderna's motion to dismiss followed a filing from the federal government arguing that it ought to face the suit rather than the company. The courts previously rejected a separate bid from Moderna for dismissal.
