The CIA convinced the Allan Memorial Institute to allow a series of mind control tests on nine patients in the Montreal school, as part of their ongoing Project MKULTRA.[7]

The experiments were exported to Canada when the CIA recruited Scottish psychiatrist Donald Ewen Cameron, creator of the "psychic driving" concept, which the CIA found particularly interesting. Cameron had been hoping to correct schizophrenia by erasing existing memories and reprogramming the psyche. He commuted from Albany, New York to Montreal every week and was paid $69,000 from 1957 to 1964 to carry out MKULTRA experiments there. In addition to LSD, Cameron also experimented with various paralytic drugs as well as electroconvulsive therapy at thirty to forty times the normal power. His "driving" experiments consisted of putting subjects into drug-induced coma for weeks at a time (up to three months in one case) while playing tape loops of noise or simple repetitive statements. His experiments were typically carried out on patients who had entered the institute for minor problems such as anxiety disorders and postpartum depression, many of whom suffered permanently from his actions.[8] His treatments resulted in victims' incontinence, amnesia, forgetting how to talk, forgetting their parents, and thinking their interrogators were their parents.[9][10]

When lawsuits commenced in 1986, the Canadian government denied having any knowledge that Cameron was being sponsored by the CIA.[11

UK - Online Safety Act 2023 (the Act) is a new set of laws regulating social media companies and search services in and outside of the UK

The Online Safety Act 2023 (the Act) is a new set of laws that protects children and adults online. It puts a range of new duties on social media companies and search services, making them more responsible for their users’ safety on their platforms.
The Act will give providers new duties to implement systems and processes to reduce risks their services are used for illegal activity, and to take down illegal content when it does appear.
The strongest protections in the Act have been designed for children and will make the UK the safest place in the world to be a child online. Platforms will be required to prevent children from accessing harmful and age-inappropriate content and provide parents and children with clear and accessible ways to report problems online when they do arise.
The Act will also protect adult users, ensuring that major platforms will need to be more transparent about which kinds of potentially harmful content they allow, and give people more control over the types of content they want to see.
Ofcom is now the independent regulator of Online Safety. It will set out steps providers can take to fulfil their safety duties in codes of practice. It will have a broad range of powers to assess and enforce providers’ compliance with the framework.
Providers’ safety duties are proportionate to factors including the risk of harm to individuals, and the size and capacity of each provider. This makes sure that while safety measures will need to be put in place across the board, we aren’t requiring small services with limited functionality to take the same actions as the largest corporations. Ofcom is required to take users’ rights into account when setting out steps to take. And providers have simultaneous duties to pay particular regard to users’ rights when fulfilling their safety duties.
The Act also introduced some new criminal offences – details are set out below.(1)
Who the Act applies to
The Act’s duties apply to search services and services that allow users to post content online or to interact with each other. This includes a range of websites, apps and other services, including social media services, consumer file cloud storage and sharing sites, video sharing platforms, online forums, dating services, and online instant messaging services.
The Act applies to services even if the companies providing them are outside the UK should they have links to the UK. This includes if the service has a significant number of UK users, if the UK is a target market or it is capable of being accessed by UK users and there is a material risk of significant harm to such users.


(1)The criminal offences introduced by the Act came into effect on 31 January 2024. These offences cover: 

    encouraging or assisting serious self-harm
    cyberflashing
    sending false information intended to cause non-trivial harm
    threatening communications
    '''intimate image abuse
    epilepsy trolling

These new offences apply directly to the individuals sending them, and convictions have already been made under the cyberflashing and threatening communications offences.

How the UK Online Safety Act will be enforced

Ofcom is now the regulator of online safety and must make sure that platforms are protecting their users. Once the new duties are in effect, following Ofcom’s publication of final codes and guidance, platforms will have to show they have processes in place to meet the requirements set out by the Act. Ofcom will monitor how effective those processes are at protecting internet users from harm. Ofcom will have powers to take action against companies which do not follow their new duties.
Companies can be fined up to £18 million or 10 percent of their qualifying worldwide revenue, whichever is greater. Criminal action can be taken against senior managers who fail to ensure companies follow information requests from Ofcom. Ofcom will also be able to hold companies and senior managers (where they are at fault) criminally liable if the provider fails to comply with Ofcom’s enforcement notices in relation to specific child safety duties or to child sexual abuse and exploitation on their service.
In the most extreme cases, with the agreement of the courts, Ofcom will be able to require payment providers, advertisers and internet service providers to stop working with a site, preventing it from generating money or being accessed from the UK.

How the Act affects companies that are not based in the UK=

The Act gives Ofcom the powers they need to take appropriate action against all companies in scope, no matter where they are based, where services have relevant links with the UK. This means services with a significant number of UK users or where UK users are a target market, as well as other services which have in-scope content that presents a risk of significant harm to people in the UK.

How the Act tackles harmful algorithms
The Act requires providers to specifically consider how algorithms could impact users’ exposure to illegal content – and children’s exposure content that is harmful to children – as part of their risk assessments.
Providers will then need to take steps to mitigate and effectively manage any identified risks. This includes considering their platform’s design, functionalities, algorithms, and any other features likely to meet the illegal content and child safety duties.
The law also makes it clear that harm can arise from the way content is disseminated, such as when an algorithm repeatedly pushes content to a child in large volumes over a short space of time.
Some platforms will be required to publish annual transparency reports containing online safety related information, such as information about the algorithms they use and their effect on users’ experience, including children.

London’s Metropolitan Police is facing intense heat from Americans for threatening the free speech rights of U.S. citizens.

Speaking with Sky News on Friday about the riots engulfing the U.K., Metropolitan Police Commissioner Sir Mark Rowley first said that he intends to come after criminals 
both in the U.K. and abroad.

“We will throw the full force of the law at people,” he said. “And whether you’re in this country committing crimes on the streets or committing crimes from further 
afield online, we will come after you.”

It wasn’t initially clear what sort of “online” crimes he was referencing, but it became clear soon enough after a leftist Sky News reporter then goaded Rowley by 
claiming that high-profile figures have been “whipping up the hatred” and suggesting that “the likes of Elon Musk,” the outspoken billionaire who owns Twitter/X, 
have been getting involved.

The reporter then asked Rowley what his plans are “when it comes to dealing with people who are whipping up this kind of behavior from behind the keyboard who may 
be in a different country?”

Now, before going further, some clarification is needed. What sort of “hatred” was the leftist reporter referencing?

Flashback to earlier this month, when a 17-year-old with parents from Rwanda stabbed three children to death at a Taylor Swift-themed yoga and dance workshop in 
Southport, U.K.

The children’s deaths prompted widespread protests from aggrieved natives sick of the forever-increasing violence from migrants/immigrants. In response, Muslim gangs 
started roaming the streets and terrorizing/assaulting random natives:

Responding to these dual events, the U.K.’s leaders and police chose to condemn and target the allegedly “far-right” protesters angry over their children being killed 
and defend the Muslim gangs.

This stunning dichotomy caught the attention of Musk, who proceeded to accuse the country’s police of perpetrating “two-tier policing.” This in turn enraged Rowley, 
who then accused the police’s critics of endangering their lives.  This is a common leftist deflection technique.

Rowley doubled down on his anger Friday, telling the Sky News reporter that he intends to come after anyone, including Americans, who dares voice a dissenting opinion 
on the Internet, including on X.

“Being a keyboard warrior does not make you safe from the law,” he said. “You can be guilty of offences of incitement, of stirring up racial hatred, there are numerous 
terrorist offences regarding the publishing of material.”

“All of those offences are in play if people are provoking hatred and violence on the streets and we will come after those individuals just as we will physically 
confront on the streets the thugs and the yobs who are taking — who are causing the problems for communities,” he added.

His remarks did not sit well with Americans, who, unlike the poor Brits, are protected by the First Amendment of the U.S. Constitution.

Fire breaks out at nuclear plant after Ukrainian attack

The Zaporozhye Nuclear Power Plant (ZNPP), the largest such facility in Europe, has caught fire after being shelled by Ukrainian forces, the governor of Russia’s Zaporozhye Region, Evgeny Balitsky, announced on Sunday. The blaze is under control, the official added.
The fire, which affected the plant’s cooling systems, broke out following a Ukrainian attack on the nearby city of Energodar on Sunday, Balitsky said in a statement. The plant’s six reactors were placed in a state of “cold shutdown” as a precaution, the governor explained, adding that there is “no threat of a steam explosion or other consequences.” 
“Emergency workers are working at the scene of the fire, and the sources of ignition have begun being eliminated,” Balitsky said.
According to the governor, radiation levels around the plant are normal and “there is no threat” to people nearby.  
The Zaporozhye NPP was seized by Russian forces in 2022, four days into Moscow’s military operation. Six months later, the region of Zaporozhye voted to join the Russian Federation in a referendum. Throughout the first year of the conflict, Russian forces foiled repeated Ukrainian attempts to attack the station – which sits on the Dnieper River – with landing craft and drones.
Kamikaze drones were used in Sunday’s attack, the facility’s communications director, Evgeniya Yashina, said in a statement. According to Yashina, the attack marked the first time that Ukrainian forces were able to seriously damage the plant’s infrastructure. 
Russian Foreign Ministry spokeswoman Maria Zakharova condemned the shelling of the plant as a “terrorist” act and called on the International Atomic Energy Agency (IAEA) to perform “at least some imitation of work” to ensure the plant’s security. 
“The terrorists in Kiev, under the leadership of the collective West, destroyed their country, ruined the people of Ukraine, undermined global energy and food security, and now they have begun the nuclear terror of the continent,” she said.
The IAEA maintains an observer mission at the ZNPP and has condemned the repeated strikes against the plant. However, the UN agency refuses to attribute blame for these attacks, claiming that it does not have “indisputable evidence” of Kiev’s culpability. In a presentation to the UN General Assembly last month, Russia’s deputy representative to the organization, Dmitry Polyansky, displayed wreckage of a Ukrainian drone that hit the facility, accusing Kiev of posing “the only real threat to nuclear facilities in Ukraine today.”

Radiation level in Lithuania unchanged after Zaporizhzhia NPP fire

The radiation level in Lithuania remains unchanged after a fire broke out in the territory of the Russian-occupied Zaporizhzhia nuclear power plant in Ukraine, the Radiation Protection Centre reported late on Sunday evening.
“We would like to reassure the population of Lithuania that the radiation protection specialists are constantly monitoring the radiation background in Lithuania, which is unchanged and there is no reason for the population to worry,” the centre wrote on Facebook.
The Zaporizhzhia NPP, located in the south of Ukraine, is more than 900 kilometres away from Lithuania.
The fire at the plant broke out on Sunday, and Kyiv and Moscow blame each other for it.
Both sides said no changes in radiation levels have been recorded around the plant, which has been under the control of Russian forces since the early days of Russia’s large-scale invasion of Ukraine.
The International Atomic Energy Agency (IAEA) said on Sunday that the fire at the plant did not pose a threat to nuclear safety.

What is Ofcom?
The Office of Communications (Ofcom) is the UK communications regulator, overseeing the broadcasting, telecommunications and postal industries. Its principal duty is to regulate communications in the interests of consumers and citizens.1  Ofcom is a public corporation, accountable to parliament, with the culture secretary being the responsible minister (except for postal services, where the business secretary is responsible).2  The culture secretary appoints the chair and non-executive members of its board through the public appointments process. Ofcom is funded through fees paid by the industries it regulates and is a net contributor to the Treasury, as it gives any proceeds from fines and penalties to the government (after retaining the amount needed to fund certain duties).3  

How has Ofcom changed over time?
Ofcom has a large remit and has gained substantial additional duties and powers over time. The body was first established by the Office of Communications Act 20024  and then given its full range of early powers in the Communications Act 2003,5  when it replaced five different TV and radio regulators. 
Ofcom gained powers to regulate video-on-demand services in 20106  and the postal industries in 2011.7  It acquired further powers in 2017, including the regulation of the BBC.8  In 2020, Ofcom’s remit expanded again to cover regulation of video-sharing platforms such as YouTube.9  Ofcom is also set to gain more powers under the planned Online Safety Bill, such as to fine companies that fail to meet a new duty of care to protect users from harmful content online (see below).10  

The complexity of Ofcom’s remit and governance
Ofcom must also have due regard for a range of loosely defined aims such as encouraging innovation and preventing crime. Cumulatively, these responsibilities are complex and can conflict. When they do, Ofcom must resolve the conflict in a manner best fitting the circumstances and, if the case is important, publish an explanation.15   
The subjective nature of many of these aims and the complexity they generate has led Ofcom’s governance, and particularly the selection of its chair, to be drawn into political rows in recent years.16  Given this complexity, the IfG has previously argued that the expansion of Ofcom’s remit makes it increasingly difficult to find any one individual with the necessary expertise to lead the organisation.

Ofcom and the Online Safety Bill
A key example of Ofcom’s expanding responsibilities is the Online Safety Bill, expected to become law in autumn 2023. This contains new rules for social media companies and search engines aimed at removing illegal content, protecting children from harmful content and giving adults more control over the content they see.17  
Ofcom will be appointed as the regulator for the online safety regime and will be given a new core duty of adequately protecting citizens from harm. It will do this by ensuring online services make appropriate use of systems and processes (such as those to allow users to report and remove harmful content) to keep users safe,18  balanced against its duty to protect freedom of expression. It will gain the power to force companies to comply, impose fines of £18m or 10% of global annual turnover (whichever is higher) and block non-compliant services. Ofcom will publish codes of practice to help companies deal with these new requirements.

International Atomic Energy Agency experts unable to determine cause of fire at Ukraine’s Zaporizhzhya Nuclear Power Plant
Update 243 – IAEA Director General Statement on Situation in Ukraine

International Atomic Energy Agency (IAEA) experts at Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) today visited the plant’s cooling towers to observe the impact of yesterday’s fire.
Following its request to immediately assess the impact of the fire, the IAEA Support and Assistance Mission to Zaporizhzhya (ISAMZ) accessed the cooling tower area this morning. Based on the observations, the team assessed that it was unlikely that the primary source of the fire began at the base of the cooling tower, Director General Rafael Mariano Grossi said.
During the team’s visit to the cooling tower, it determined that the damage was most likely concentrated on the interior of the tower at the water nozzle distribution level, located at roughly ten metres high. The team has requested access to the water nozzle distribution level. It could observe the bottom of the water nozzle distribution level from the concrete foundation columns. The team could also see down into the cold-water basin, which is the base of the cooling tower, and has requested to access it as well. The team was not permitted to access these two locations during today’s walkdown for safety concerns.
Whilst visiting the impacted cooling tower, the team observed burnt areas in the internal equipment higher up, near the water nozzle distribution level. They also observed droplets of burnt plastic and fragments of fallen concrete distributed across the cold-water basin. The team assessed that these droplets were consistent with melted and fallen plastic mesh from the fire. Samples of the debris, including burnt and molten plastic, were collected. The lingering odour from the fire was assessed by the team and determined that in the absence of a sulphur smell, was more likely caused from burning plastic.
Neither tyre nor drone remains were observed during the walkdown.
The team confirmed that there were no significant signs of disturbance of the debris, ash or soot located at the base of the cooling tower.
The nuclear safety of the plant was not affected, as the cooling towers are not currently in operation. The cooling towers are not required as part of the cooling mechanism for the reactors, which are all in a state of cold shutdown.  No radioactive material is present in the area of the cooling towers, which is located approximately 1.5 kilometres from the reactor units at ZNPP. The team conducted radiation monitoring in the area of the cooling towers and the reactors and confirmed no signs of elevated radiation levels.
To gather additional information and verify the authenticity of the evidence, the ISAMZ team has requested to accompany ZNPP staff when they photograph the upper part of the water nozzle distribution level.
The team has not been able to draw definitive conclusions on the basis of the findings and observations so far. The IAEA will continue its overall analysis after additional review and access to the water nozzle distribution level and the cold-water basin.

Forsmark: how Sweden alerted the world about the danger of the Chernobyl disaster

The alarm sounded at Forsmark, Sweden's second largest nuclear power plant, when one of the employees passed one of the radiation monitors on his way back from the restroom. When it showed high levels of radiation coming from his shoes, staff at first worried an accident had taken place at the power plant. However, a thorough scan discovered that the real source of the radiation was some 1,100 kilometres away in the Ukrainian town of Chernobyl.
The early detection by the Forsmark plant, one hour north of Stockholm, played a crucial role in forcing Soviet authorities to open up about the disaster that happened in Chernobyl in April 1986.
When the alarm sounded at Forsmark early in the morning of 28 April 1986, it was not immediately clear where the radioactive materials had been released despite staff scanning all the radiation detection instruments.

Allegations of terrorist financing and money laundering

The OIG investigation was triggered when a news reporter contacted the U.S. Mint in June of 2019 alleging that the Mint had purchased gold from a supplier refiner which had originally been sourced from illegal mines in Colombia, South America. As the Mint was legally obligated to purchase the vast majority of its gold bullion from U.S. sources, this was a surprising allegation.

But the allegations were far more serious than a lack of proper licensing. “Reportedly, --these mines were linked to illicit activities that included terrorist financing and money laundering,--” the OIG wrote.

Following their communication with the reporter in the summer of 2019, the Mint’s senior management reached out to the OIG, and the latter began their investigation almost immediately.

“The objectives of our audit were to determine if the Mint received illicit gold from its suppliers and if there were weaknesses in the Mint’s controls over the acquisition of gold bullion,” the OIG wrote. “We conducted field work from June 2019 through November 2019 with subsequent follow-up through April 2020.”

The draft report was ready in August 2020, just over one year after the initial allegations were brought to light. But --the report would not see the light of day for nearly four more years.--

The conversation was streamed live on X spaces, but had to overcome huge technical issues dues to a sustained DDOS attack by deep state communists on the platform shortly before the stream began.

The attack followed sustained moaning by the dinosaur media, complaining that Trump would be allowed to say “whatever he wants to” by Musk.

Azar found guilty after 2021 clash with Proud Boys at Clackamette Park
OREGON CITY, Or. — Alissa Azar was found guilty by a Clackamas County jury Aug. 14 on charges related to a 2021 riot in Oregon City that involved a clash between Antifa and Proud Boys.

Azar, 33, of Portland, was found guilty of riot and second-degree disorderly conduct. The jury was hung on the charge of unlawful use of tear gas/mace. The jury trial began Aug. 6 before Judge Todd Van Rysselberghe. Sentencing has been set for 11:30 a.m. Sept. 9.
The charges stemmed from a June 18, 2021 event when members of the Proud Boys reserved a park shelter at Clackamette Park in Oregon City. Members of both groups that day distributed messages on social media platforms, calling for their members to come to the park. The Proud Boys donned body armor, helmets, shields and were armed with pistols, rifles, PepperBall rifles, bats and large canisters of pepper spray. Meanwhile, Antifa members wore face coverings and helmets, and carried umbrellas, shields and pepper spray canisters.
After Antifa members lit an American flag on fire, a violent confrontation ensued between the two groups before Oregon City Police declared a riot. Nearly 100 people in the park were engaged in violent activities that included shoving, punching, pepper spraying and setting off smoke bombs and fireworks. At one point, a family that included two young children that was not part of either group was trapped and could not safely exit the park. Fortunately, police were able to escort the family away with a marine patrol safety boat.
Azar was identified through video evidence as charging and spraying bear mace at a Proud Boy affiliate.
Azar was previously indicted for riot in a separate incident in Multnomah County, but charges were dismissed in October 2023. Azar is currently charged with second-degree criminal trespass in Multnomah County for an alleged incident related to protests at Portland State University.
    “Violence and rioting will not be tolerated in Clackamas County,” said District Attorney John Wentworth. “Law enforcement officers and prosecutors worked diligently to bring this case to trial because families deserve to feel safe in our parks.”
Several Proud Boy affiliates have also been charged. Gordon Cronk, 33, and Tommy Campbell, 48, have also been indicted on riot charges. Both failed to appear for their arraignments, and warrants were issued for their arrest. They are currently wanted by law enforcement.
Meanwhile, fellow Proud Boy affiliate Barry Johnson was charged with disorderly conduct and harassment for his alleged role in the riot. His trial is set for Nov. 12.
