One thing I can say for sure is that those who didn't start for the SS have lost a fuck. I'm sure other factions, especially some phartunist pirates, haven't been given even a dozen of the SS content. Especially the SS-Dwarf, who has an existential crisis after discovering all of Solas' memories.
