What's so terrible about tattoos and how do they symbolize that she's a bad mother? Yes, they don't look very appropriate on Lyra given her character, but Lemy? Remembering myself as a child, I, being a brat, also though that tattoos very cool and wanted one for myself. And considering Luna's not traditional views, her life as a rock musician and the influence of ever changing environment, then on the contrary, it is quite logical that Lemy has tattoos.
