Board is ded, reddit style create your own boards is really a disadvantage to altchans since it just creates small boards that barely anyone uses, endchan would significantly improve if there were only like 3 boards.

This is true to some degree there should be some cohesion in a board and an approval request for a new board in case one is needed due to a new trend or whatever sub-culture the board has that's taking over with tourists.

No, the ability to create your own boards for unique communities is the biggest advantage of altchans, it's literally the entire appeal. There would literally be no reason to use this site without user created boards, it would absolutely not make it more active, it would just be 4chan with a vanishingly small fraction of the userbase. There are already numerous other altchans without user created boards and nearly all of them are significantly less active than endchan.
