What rules? Who determines what the rules are exactly? There is no more uni-polar world today if you have not already noticed. Most Chinese AI is open-source anyway, they allow people to participate in advancing their LLM models and seek to make AI run as cheaply as possible, which is smart.

What happened to the British empire and later the Soviet Union will soon happen to the European Union and then continue to ricochet throughout the falling American empire. No empire survives endless foreign conflicts, endless debt and endless corruption. These are three very common historical traits of all previous fallen empires: endless money printing/debt, endless war and systemic corruption gone unpunished.

One could easily say it should not be used for deep fakes or surveillance purposes either, but again, who is making up these rules or laws? No one so far. Maybe we should make a list and add it to the UN's international Geneva convention laws? I'd be game, but it's going to take the effort of governments cooperating. Good luck with that now days.

I'm guessing this person lives somewhere in Europe or Britain which has no 2nd Amendment rights to self-defense and is surrounded by third world Africans and radicalized male Muslims. Very sad the West has such treasonous hostile corrupt governments today, they are making countries like China look decent and humane.
