OP here. I think the people who claim to cure disabilities is eugenics, should sit in a room with a screamer. Screamers are people who only communicate through screaming. why do you want to wipe something you can't do? you can't "wipe" a group of marginalized individuals (or otherwise). that's not legal. that's like, almost saying you want to commit genocide on people with any disability, without leaning on that conclusion. nonetheless wiping off something you hate isn't really a right thing to do, same goes with "preventing" any born being. 
and these "screamers" you mention aren't literal people. name one person who only lives with screaming, even at birth. the parents would probably just not deal with the "screamer".
