Time is based in cycles (loops).
For normal purposes, regular cycles (same length) is the way to go.
Some atoms have regular cycles, so humans are using them as precise clocks (atomic clocks).
We want time control (absolute control), and humans have already some of it. It is very useful.

The temporarily of each moment in time is resolved with a good memory.

Tiny differences in clocks matter, because most people (adult beings) are using clocks to synchronize events.
Tiny differences of time (like nanoseconds), when they are accumulated for long periods of time, lead to big differences in lineal time.
