This video also has a very thorough explanation of the difference between English and British.  Also, I learned that calling an Irish person English might be worse than calling a Japanese person Chinese.

tl;dr - To be safe, ask "Are you British?" instead of "Are you English?" to minimize the risk of unintentionally offending someone.
