You click on the thingy that says:

There is a filesize limit however, so too large files aren't possible to upload. A size of a photo should upload fine.
It is possible that the Board Owner reduced the allowed file size, then it could fail.
If this process fail: do you get any error message?

Oh users who leave pages open are also getting timed out by cloudflare but I assume that change was intentional.
In that situation users just hard refresh the page and go through cloudflare a second time

But this can be annoying because it often takes longer to write a post than the time-out. So I had to copy this post, refresh the page, paste it and post it really quickly to get it through. 

A spammer would not be typing manually so this is just nuisance for users, though of course I understand if it's all in the greater good.

We are aware of this activity and these types of posts that is getting uploaded to various Portuguese language (Brazilian) boards. They have been doing this for quite a long time. We keep an eye and delete it. We also know that the posters aren't the same who opened those boards as bunkers for their own communities, sadly the original Dwarfs aren't use them anymore.
Nevertheless, thank you, good to know you guys are also aware of the situation, and can rely on your help.

Perhaps use the "Thread limit" option. The number sets the maximum number of threads. Before you want to add one more thread, raise the number by one. Be aware that if you set it to a lower number than the current amount of threads on board, this will delete the surplus, so don't make the mistake of losing threads.
One thing: don't mistake it with the "Hourly thread limit" option.
In addition to the thread limit, to avoid bumping off threads, you might wanna pin all what you have.
So combining these two tools in theory you could achieve what you want.
