The issue of the Russian ban of Endchan was discussed on the affected boards: /rus/, /librejp/ and /kc/.
Basically all comments expressed the same: every Russian censor "kann mich im Arsche lecken!" So noone cares whatever the Roskomnadzor do and Russian posters should learn how to bypass their shit.

2) For now, post in Russian that you are "getting a lawyer" and CC Russian lawyers on twitter.
3) If you haven't read the  >>/n/156/ : Russia has actually banned VPNs & TOR: legally you cannot recommend the address. You can do a canary like post although: "This image is soo cool! [contains the addresses]
4) For now reply with "While we are getting a lawyer, we are seeking advice on what our best options are for our international users whose these bodies of works are legal to, and belong to those owners on those countries."

This might get international headlines if you seekout the correct people.

You can. Actually, services that help to avoid ban are forbidden, i.e. they need to implement bans too otherwise they will be banned. But you can recommend anything. Just don't write that this helps to avoid bans openly to be safe.

Oh mate, they literally banned large amount of AWS and Google servers, multiple subnets of large hosting providers etc. For some time Twitch and Steam didn't work for example, and multiple large sites like Github and so. 

No one would even care about some unknown board.
