Acting CBP Chief: We’ve Built 78 Miles of Replacement Border Wall, Now Breaking Ground for New Wall

(CNSNews.com) - Acting Customs and Border Protection Commissioner Mark Morgan said at a White House press briefing on Thursday that the administration has so far built 78 miles of new border wall where there were already existing but insufficient structures and has just now started breaking ground in the Rio Grande Valley to build new border wall in areas where there previously were no border barriers. “So, right now, the 78 miles that have been built have been built where there was an existing form of barrier,” said Morgan. “We just started breaking ground in RGV [Rio Grande Valley], where we're building miles of new wall where there has been no structure there at all.”

Morgan provided this answer after being pressed by a reporter to distinguish between new border wall that was being built where there already were existing structures and wall that was being built where there had not been existing structures. “So, 78 miles of new wall has been built,” Morgan said initially. “So, much of that, obviously, is replacing wall that formerly existed that the president said was insufficient,” a reporter followed up. “How many miles of wall now exist where there was no wall whatsoever?” “So, again, my response to that is: Every mile of wall that's being built is a new mile of wall,” Morgan said. After another follow-up, Morgan clarified his response as follows: “So, right now, the 78 miles that have been built have been built where there was an existing form of barrier. We just started breaking ground in RGV, where we're building miles of new wall where there has been no structure there at all.”

Joseph Cofer Black (born 1950) is a former CIA official who was appointed Ambassador-at-Large and Coordinator for Counterterrorism by President George W. Bush[1] and led the Office of Counterterrorism in the U.S. State Department until his resignation in 2004. Previously Black served in the Directorate of Operations at the Central Intelligence Agency (CIA) and Director of the CIA's Counterterrorist Center (CTC). 



At the CIA, Black trained for the clandestine service and volunteered for Africa due to his childhood experiences there. During his CIA career, Black served six foreign tours in field management positions.[citation needed]

Initially, he worked as a case officer in Lusaka, Zambia during the Rhodesian Bush War. He then transferred to Somalia, where he served for two years during the conflict between Ethiopians and Somalis. He worked in South Africa during the National Party government's war against guerrilla movements opposing the apartheid system. While assigned to Kinshasa, Zaire, Black was involved in the Reagan Administration's covert action program to arm anti-communist guerrillas in neighboring Angola.

In 1993, Black transferred from London, England to Khartoum, Sudan, where he served as CIA Station Chief until 1995. This was at a low point in U.S.-Sudanese relations, particularly over the latter country's sponsorship of terror and the harboring of Al Qaeda founder Osama bin Laden. Black oversaw the collection of human intelligence on terrorist cells and support structures, and toward the end of his tenure, he was targeted by Al Qaeda for assassination {see Woodward, Bush At War, p. 9}. Black was also responsible for the collection of intelligence that directly led to the 1994 capture of the terrorist known as Carlos the Jackal.

In 1995, Black was named the Task Force Chief in the Near East and South Asia Division. From June 1998 through June 1999, he served as the Deputy Chief of the Latin America Division.[3]

After the 9/11 strikes on the World Trade Center and The Pentagon, some CTC staff refused an order to evacuate the CIA headquarters building at Langley. They included the shift of the Global Response Center on the exposed sixth floor, which Black would eventually argue had "a key function in a crisis like this." Tenet finally accepted that Black wouldn't leave, and that their lives would be put at risk.[14]

The CTC obtained passenger lists from "the planes that had been turned into weapons that morning." "[A] CTC analyst raced over to the printing plant," from which most CIA staff had been evacuated, and pointed out the names Khalid al-Mihdhar and Nawaf al-Hazmi, who they had "been looking for the last few weeks." This was the first "absolute proof" that the attacks were an Al-Qaeda plot.[15] The CTC had first come across the names in connection with potential terrorist activity in the winter of 1999-2000 [see above].

FBI Investigating Possibility Of ‘Criminal Enterprise’ In Jeffrey Epstein Death, Bureau Of Prisons Director Admits

Bureau of Prisons Director Kathleen Hawk Sawyer revealed during testimony to the U.S. Senate on Tuesday that the FBI is investigating whether a “criminal enterprise” played a role in the death of convicted pedophile Jeffrey Epstein.  Senate Judiciary Committee Chairman Lindsey Graham, a Republican from South Carolina, asked Sawyer: “With a case this high profile, there has got to be either a major malfunction of the system or criminal enterprise at foot to allow this to happen. So are you looking at both, is the FBI looking at both?” Sawyer responded: “The FBI is involved and they are looking at criminal enterprise, yes.”

Fox News notes that, when Graham asked Sawyer how Epstein’s death could have happened, Sawyer responded, “the whole situation is still under the investigation of the FBI and the Inspector General’s office and I’m really not at liberty to discuss specifics of this case. Sawyer added, “I can discuss issues around institutional operations but I can’t specifically talk about that particular issue.”

There has been rampant speculation over how Epstein died on August 10th after he was found dead in his Metropolitan Correctional Center jail cell in New York. The two prison guards who were tasked with monitoring Epstein during the time of his death reportedly did not check on him for three hours as they took a nap and then allegedly falsified records, which resulted in them being charged on Tuesday “with making false records and conspiring to make false records and to defraud the United States by impairing the lawful functions of the Metropolitan Correctional Center,” Fox News reported. “As alleged, the defendants had a duty to ensure the safety and security of federal inmates in their care at the Metropolitan Correctional Center,” U.S. Attorney Geoffrey S. Berman said in a statement. “Instead, they repeatedly failed to conduct mandated checks on inmates, and lied on official forms to hide their dereliction.”

Epstein’s autopsy only deepened speculation after experts suggested that the bones that were broken in his neck were more commonly associated with homicides and not suicides. “An autopsy found that financier Jeffrey Epstein suffered multiple breaks in his neck bones, according to two people familiar with the findings, deepening the mystery about the circumstances around his death,” The Washington Post reported. “Among the bones broken in Epstein’s neck was the hyoid bone, which in men is near the Adam’s apple. Such breaks can occur in those who hang themselves, particularly if they are older, according to forensics experts and studies on the subject. But they are more common in victims of homicide by strangulation, the experts said.”

House Intel Chair Adam Schiff appears to be threatening Ukraine over its ongoing corruption probe of the Biden family. During the impeachment hearings on Tuesday, Schiff claimed Ukraine’s investigations into the Bidens could influence U.S. politics. He suggested Ukraine should leave the Bidens alone. “The real message to Ukraine — our U.S. policy message is: don’t engage in political investigations,” stated Schiff. 

Republican lawmakers have suggested Democrats, rather than President Trump, have tried to pressure the foreign government. “If the Democrats and the media are suddenly so deeply concerned about bribery, you would think they would take some interest in Burisma paying Hunter Biden $83,000 a month,” said Representative Devin Nunes. “And you think they would be interested in Joe Biden threatening to withhold U.S. loan guarantees unless the Ukrainians fired a prosecutor who is investigating Burisma — that would be a textbook example of bribery.”

Some officials in Kyiv expressed concerns of possibly losing bipartisan support in the U.S. over the Biden scandal. Ukrainian President Volodymyr Zelensky said Ukrainians are tired of the issue regarding energy company Burisma Holdings. “I think everybody in Ukraine is so tired about Burisma,” said President Zelensky. “We have our country, we have our independence — we have our problems and questions.”
