Archival Preface


The collection of documents titled *The Assassination of U.S. President J.F. Kennedy and Soviet-American Relations* was prepared as part of an ongoing project by the Russian State Archive of Contemporary History to publish documents from the “Cold War” period. A notable outcome of this project can be considered the preparation and publication, under the editorship of Academician A.A. Fursenko, of the fundamental work *Presidium of the CPSU Central Committee*¹ and the initiation of studies based on a new array of historical sources reflecting the activities of the highest party body, shedding light on the history of the confrontation between the two systems after World War II².

The compilers of the collection aimed to reflect, based on archival sources, one of the complex periods of Soviet-American relations in the 1960s: the restoration of full-fledged, trust-based contacts at the highest level between the leaders of the Soviet Union and the United States after the Cuban Missile Crisis, the tragic death of U.S. President John Fitzgerald Kennedy, and the establishment of initial contacts with the new president, Lyndon Johnson.

The central theme of the collection is the Soviet reaction to the assassination of J.F. Kennedy and the beginning of interactions with the new U.S. President, L. Johnson. For the first time, based on strictly documentary evidence, the active assistance of Soviet authorities in the investigation of this crime is demonstrated. The selection of documents for inclusion in the collection was carried out primarily based on their novelty and relevance to the intended purpose of the publication.

The majority of the documents were previously held in closed storage at the Archive of the President of the Russian Federation (formerly the CPSU Central Committee Politburo archive) and were only recently transferred to the Russian State Archive of Contemporary History. All published materials underwent the established declassification procedure.

The compilers adopted a thematic-chronological principle for organizing the documents. All documents are grouped into four sections, arranged chronologically within each section, but they share a unified sequential numbering. Considering that the materials within the sections are arranged in chronological order, the inevitable partial loss of cause-and-effect connections between documents is restored in the comments (notes on content) through cross-references.

The first section of the collection includes documents on Soviet-American relations at the highest level during the onset of the U.S. presidential election campaign. These are primarily...

Archival Preface

…dedicated to the preparation and signing of the Treaty on the Prohibition of Nuclear Weapons Tests in Three Environments (the Moscow Treaty of 1963), the contacts of USSR Foreign Minister A.A. Gromyko with U.S. leadership during his stay at the XVIII UN General Assembly, and discussions by Soviet leadership on key issues for the further development of relations with the U.S. and directly with J.F. Kennedy. This section includes 11 documents covering the period from June 13 to October 25, 1963.

The second, main section includes documents addressing several closely related themes: the reaction of Soviet leadership to the assassination of J.F. Kennedy in Dallas, the trip to the U.S. by a trusted associate of N.S. Khrushchev, A.I. Mikoyan—a member of the CPSU Central Committee Presidium and First Deputy Chairman of the USSR Council of Ministers—for participation in the funeral, the establishment of initial contacts with the new president, L. Johnson, and, finally, the USSR’s assistance to the American side in the investigation. This section includes 66 documents covering the period from November 22, 1963, to September 28, 1964.

The third section is devoted to issues related to the history of the creation of the John F. Kennedy Presidential Library and Museum in Boston and the provision of documentary materials for its collection. This section includes 7 documents covering the period from February 26 to August 28, 1964.

Finally, the fourth (supplementary) section includes materials on the granting of residency rights to Lee H. Oswald in the USSR and his stay in Minsk. This section includes 11 documents covering the period from October 13, 1959, to May 28, 1962.

The primary basis for compiling this collection was documents stored in Fund No. 3, “Politburo of the RCP(b)–BKP(b)–CPSU” (thematic files “On the Assassination of President J.F. Kennedy” and “USA: Political-Economic Relations” (Inventory No. 66, “International Issues, USA Subgroup”), Inventory No. 16, “Minutes of CPSU Central Committee Presidium Meetings (Original Resolutions and Materials), XXII Congress”), as well as individual documents from N.S. Khrushchev’s personal fund (Fund No. 52, Inventory No. 1).

The collection also includes several documents from other federal and departmental archives, complementing the set of sources obtained from the Archive of the President of the Russian Federation (AP RF).

Materials related to A.I. Mikoyan’s trip are stored in the State Archive of the Russian Federation and the Archive of Foreign Policy of the Russian Federation. Documents concerning Lee H. Oswald were received from the Archive of the Foreign Intelligence Service of the Russian Federation and the Central Archive of the Federal Security Service of the Russian Federation. The Central Archive of the Committee for State Security of the Republic of Belarus provided materials on Oswald’s stay in Minsk.

In addition to the documents, the collection includes little-known photo and film materials from the funds of the Russian State Archive of Film and Photo Documents and the Russian State Archive of Socio-Political History.

Russia carried out a massive overnight attack on Ukraine’s energy and civilian infrastructure early Thursday, Oct. 16, launching dozens of missiles and hundreds of drones, Ukrainian President Volodymyr Zelensky said.
The attack came nearly three years to the day since Moscow began its campaign to destroy Ukraine’s power grid – a tactic repeated each winter in an effort to plunge the country into darkness and cold.

According to Zelensky, Russian forces used more than 300 drones and 37 missiles, including a significant number of ballistic missiles. 
Some drones carried cluster munitions, and repeated strikes targeted areas where emergency crews were working to repair damage.

“And there is confirmation that the Russians are using double terror — striking with ‘Shahed’ drones carrying cluster munitions and following up with repeat attacks to injure firefighters and energy workers restoring damaged sites,” Zelensky said.
Private energy company DTEK reported that its facilities came under fire during the night. As a result of the strikes, gas production sites in the Poltava region were shut down, officials confirmed.

This comes after a previous major attack on Oct. 3, which Ukrainian officials described as the most massive strike on the country’s gas infrastructure since the start of the full-scale war. 
That assault targeted facilities in Kharkiv and Poltava regions, causing widespread damage.

Serhiy Koretskyi, head of Naftogaz Group, said the Oct. 3 attack involved 35 missiles and 60 drones. Ukrainian air defenses intercepted some, but not all.
“It was targeted terror against civilian facilities that ensure gas extraction and processing needed for people’s daily lives,” Koretskyi wrote on Facebook.

The Ukrainian Air Force reported groups of Russian drones heading toward Poltava, Kharkiv, Donetsk, and western Ukraine during the latest night attack.
Radar detected the takeoff of a MiG-31K fighter jets, capable of carrying Kinzhal hypersonic missiles, while monitoring groups reported additional missile and ballistic launches.
Explosions were reported in Kharkiv, Kropyvnytskyi, Poltava, and Chernihiv, according to local media. By 7:51 a.m., authorities confirmed that a Russian strike hit an industrial site and a residential building in Chernihiv, though no casualties were reported, said Dmytro Bryzhynskyi, head of the city’s military

Hamas returns two more bodies to Israel

Hamas has delivered the remains of two more dead hostages to Israel overnight, increasing the overall number of returned bodies to nine, the Israel Defense Forces (IDF) has said.
The armed group freed the last 20 remaining living Israeli captives on Monday in exchange for the release of nearly 2,000 Palestinian prisoners, as part of a deal brokered by the US, Qatar, Egypt, and Türkiye. On Tuesday, Hamas delivered seven corpses of dead captives to Israel, although the Jewish state said one of them belonged to a Palestinian.

The remains that Hamas passed on to Israel via the Red Cross on Wednesday night were brought to a forensic institute in Tel Aviv and identified as Inbar Haiman and Muhammad el-Atrash, the IDF said.
Haiman was among those killed by Hamas at the Nova music festival on October 7, 2023, with the body of the 27-year-old student from Haifa being abducted to Gaza. 
She was the last female hostage – dead or alive – being held inside the enclave.

El-Atrash, 39, who served in the Northern Brigade of the IDF’s Gaza Division, was killed on the same day and his body was also taken by the fighters.
Hamas claimed that it had fulfilled its part of the deal by releasing all living hostages and delivering the bodies of all deceased captives “that it was able to reach.”

“It requires great effort and special equipment to search for” the remains of the other 19 dead hostages, the group said. “We are making great efforts to resolve this issue.”
The office of Israeli Defense Minister Israel Katz insisted that Hamas should release all 28 bodies, otherwise “Israel, in coordination with the US, will resume fighting and act to achieve a total defeat of Hamas, to change the reality in Gaza and achieve all the objectives of the war.”

Some 1,200 people were killed and 250 others taken hostage during the Hamas incursion into Israel on October 7, 2023. 
The IDF’s retaliatory attacks in Gaza have claimed more than 67,000 lives and left almost 170,000 wounded, according to the local health authorities.

Gold could hit $10,000 – JPMorgan boss

Gold could soar to $10,000 per ounce as it regains popularity as a safe haven amid inflation and global tensions, JPMorgan CEO Jamie Dimon has predicted.
The precious metal, long viewed as a hedge against inflation and currency declines thanks to its independence from governments and central banks, broke the historic $4,000 mark earlier this month and has continued to climb. 
It was up 58% year-to-date to a record $4,218.29 on Wednesday – more than double its 2023 price, when it traded below $2,000 an ounce.

“I’m not a gold buyer – it costs 4% to own it,” Dimon said at Fortune’s Most Powerful Women conference in Washington on Tuesday. “But it could easily go to $5,000 or even $10,000 in environments like this.”
He noted that the global economy faces multiple headwinds, including US tariffs, widening deficits, inflation, a shift toward AI, and geopolitical tensions such as remilitarization, prompting investors to turn to gold to pare risks.

Dimon avoided commenting on whether gold is overvalued, but said it is “one of the few times in my life it’s semi-rational to have some in your portfolio.”
Other market experts have voiced similar opinions. Billionaire Ray Dalio on Tuesday said he sees gold as an “excellent diversifier of the portfolio” at a time of rising government debt burdens, geopolitical tensions, and the loss of confidence in the stability of national currencies.

“So if you were to look at just from the strategic asset allocation mix perspective, you would probably have as the optimal mix something like 15% of your portfolio in gold,” Dalio stated. 
A Bank of America survey in October found that 43% of fund managers see betting on gold prices rising as the most popular trade in the world, ahead of investing in the “Magnificent Seven” US tech giants (Alphabet, Amazon, Apple, Meta, Microsoft, Nvidia, and Tesla).

Citadel hedge fund founder Ken Griffin recently noted that investors are increasingly viewing gold as safer than the US dollar, long considered a global reserve asset. 
The greenback has weakened against every major currency this year following uncertainty over US President Donald Trump’s tariff hikes.

15 Democratic Governors Announce Health Alliance To Counter RFK Jr.

The Democratic governors of 14 states and the territory of Guam on Oct. 15 announced a new coalition they said will provide scientific information to counter Health Secretary Robert F. Kennedy Jr.

The Governors Public Health Alliance is aiming to boost coordination between states on public health guidance, preparing for emergencies, and detecting health threats. It plans to issue recommendations to the public on vaccines and other health topics, as the governors say guidance from the federal government can no longer be trusted.  

“We can no longer rely on the information coming out of Washington, DC, but our states are coming together to unequivocally state that science still matters,” Washington state Gov. Bob Ferguson said in a statement.

“While Donald Trump and RFK Jr. turn their backs on public health, governors are stepping up to make sure our residents have the health care they need and deserve,” Massachusetts Gov. Maura Healey added.

The Department of Health and Human Services (HHS) criticized the development.

“Democrat-led states that imposed unscientific school closures, toddler mask mandates, and vaccine passports during the COVID era are the ones who destroyed public trust in public health. Now, the same governors who eroded that trust are trying to reinvent public health under the guise of ‘coordination,’” Andrew Nixon, the communications director for the department, told The Epoch Times in an email.

“The Trump Administration and Secretary Kennedy are rebuilding that trust by grounding every policy in rigorous evidence and Gold Standard Science—not the failed politics of the pandemic.”

Among other HHS divisions, Kennedy oversees the Centers for Disease Control and Prevention. His moves, including the removal of all members of the CDC’s vaccine advisory panel over conflicts of interest, have drawn criticism from Democrats.

IDF strikes underground Hezbollah terrorist sites across Lebanon

The Israel Defense Forces carried out airstrikes targeting underground terrorist infrastructure belonging to Iranian-backed Hezbollah in two areas across Lebanon, the military announced on Thursday evening.
The operation—conducted under the direction of the IDF’s Military Intelligence Directorate and with support from the Israeli Air Force—targeted weapons depots in the Beqaa Valley and Southern Lebanon.

The military accused Hezbollah of continuing efforts to rebuild its terror infrastructure across the Land of the Cedars, in violation of Jerusalem’s November 2024 ceasefire understandings with the official Beirut government.
“The IDF will continue to act to remove any threat to the State of Israel,” Thursday evening’s Hebrew-language military statement concluded.

Lebanese President Joseph Aoun called on Monday for direct negotiations with Israel, signaling a possible historic shift with the southern neighbor Beirut classifies as an enemy state.
Aoun said his country “cannot be outside the current path in the region, which is the path of crisis resolution,” an apparent reference to Friday’s U.S.-brokered ceasefire agreement between Israel and Hamas in Gaza.

On Nov. 26, 2024, Jerusalem and Beirut signed a ceasefire deal aimed at ending more than a year of cross-border clashes between the IDF and Hezbollah. 
The Iranian-backed terror group began attacking the Jewish state in support of Hamas in the aftermath of the terrorist group’s massacre on Oct. 7, 2023.

The concern isn’t theoretical. Across the U.S., unauthorized drones have disrupted disaster relief efforts, interfered with border operations, and endangered aircraft during criminal pursuits — prompting law enforcement agencies to seek better tools for managing aerial threats.

The ACUS system acts as an early warning tool, providing real-time detection data without any enforcement action from the air.
Instead, the technology helps crews avoid collisions and alerts ground teams to potential threats. The equipment streams information to both cockpit displays and dispatch centers simultaneously.
Tactical Flight Officers underwent specialized training to interpret the system’s data during flight operations. They monitor screens showing drone positions relative to the helicopter’s path.

DPS currently operates one helicopter equipped with ACUS technology. The agency plans to evaluate its effectiveness before potentially expanding the program.
Texas now leads the nation in airborne counter-drone policing — a move likely to influence other departments facing similar aerial challenges.

Violent anti-government clashes in the Peruvian capital of Lima on Wednesday left at least one person dead and over 100 injured, according to the authorities.

The Peruvian Congress impeached President Dina Boluarte last week in response to public anger over rampant crime and numerous corruption scandals, appointing congressional chief Jose Jeri as her interim replacement. Jeri, who unveiled his cabinet on Tuesday, vowed to prioritize fighting crime, but faced protests demanding his removal.

Thousands of mostly young protesters and labor unions marched through Lima on Wednesday night to denounce Jeri’s new government. The protest turned violent when demonstrators tried to tear down security barriers outside Congress, prompting riot police to intervene.

Protesters reportedly hurled stones, Molotov cocktails and fireworks at the officers, who responded with tear gas and flares to disperse them.

Canadian and US airports hacked with pro-Hamas messages

“Israel lost the war,” one of the statements that appeared on information displays read 

Messages praising Hamas and attacking top American and Israeli officials were broadcast through public address systems and displayed on digital screens at three airports in Canada and one in the US on Tuesday, according to local media outlets. Probes have reportedly been launched into what appeared to have been a coordinated cyberattack.

The alleged hacker attack targeted information displays and public address systems at two airports in British Columbia, Windsor International Airport in Ontario, and Harrisburg International Airport in Pennsylvania. 

Images of airport screens spread by local news outlets show the message “Israel lost the war, Hamas won the war honorably,” as well as a statement insulting US President Donald Trump. The screen also displayed the phrase “Hacked by Mutarrif Siberislam” as a digital signature. Audio broadcasts reportedly included pro-Palestinian chants such as “Free Palestine” and insults directed at both Trump and Israeli Prime Minister Benjamin Netanyahu.

Airport authorities in Kelowna confirmed the incident, saying that a third party had accessed both the flight information display screens and public address system. A spokesperson for Victoria International Airport said that only the airport’s public address system had been affected by a breach. Transport Canada said it was aware of those hacks, along with another incident at Windsor International Airport. Authorities in Harrisburg confirmed that the incident is being investigated by local, state, and federal officials.

IDF denies involvement in alleged southern Gaza drone strike

The Israeli military says it not aware of any airstrikes being carried out in the Khan Younis area of the southern Gaza Strip today.

Nasser Hospital in Khan Younis said earlier that a Palestinian was killed in an alleged drone strike in the southern part of the Gazan city this morning.

The IDF has repeatedly warned Palestinians against approaching areas in Gaza under Israeli military control during the ceasefire.

Goldman Sachs Tells Employees that AI Will Take Their Jobs

Goldman Sachs has informed its staff to brace for another round of job cuts this year as the bank aims to achieve additional cost savings while leveraging the potential of AI.

Bloomberg reports that in a memo to employees this week, the New York-based financial giant announced its plans to “constrain headcount growth through the end of the year” and implement a “limited reduction in roles across the firm.”

The company’s total headcount stood at 48,300 at the end of September, representing an increase of approximately 1,800 employees compared to the end of the previous year. Top executives at the bank highlighted the efficiency gains that can be achieved through the use of AI technology, presenting it as a pathway to further growth. Senior US government official 'confirms existence of UFOs' in shock new documentary

A senior US Government official has confirmed ‘the existence of UFOs’ in a new trailer, with a former official confirming the existence.
The revelation came from a teaser for an upcoming Prime Video documentary, The Age of Disclosure, which will focus on the belief that the existence of alien life has been covered up by the government for decades.
Presented by TV and Film producer Dan Farah, the doc suggests that the United States have been subject to an 80 year cover-up, and includes interviews with multiple senior government officials.

Amongst those shown to be interviewed in the trailer is Marco Rubio, the United States Secretary of State, and one of the highest-ranking members of the current US government.
Rubio, a major Donald Trump ally, appears in the documentary and states that UFOs have been spotted flying over restricted nuclear facilities.
The Secretary of State does not exactly suggest that these flying objects are silver saucers with green aliens hanging out the top, but in the trailer doesn’t specify his stance on the investigations.

He says in the trailer: “We've had repeated instances of something operating in the airspace over restricted nuclear facilities — and it's not ours."
Rubio goes on to say that ‘even Presidents have been operating on a need-to-know basis’.
The most shocking revelation from the trailer however comes from Jay Stratton, a retired Defense Intelligence Agency official.

Stratton was the former director of the government’s UAP (Unidentified Anomalous Phenomena) Task Force and confirms that he has seen both alien craft and alien beings.
He says: “I have seen, with my own eyes, non-human craft and non-human beings.”
Farah previously spoke to Entertainment Weekly about the documentary, calling it the ‘biggest disinformation campaign in the history of the U.S. government.”

He went on to add: “Clearly, the facts around this topic have been covered up for 80 years and kept from the public, and every single high-level, credible person I interviewed did not think that was right.
“They knew that was the case, and they did not think it was acceptable." The film has been highly touted, but some who have seen it so far are skeptical about the claims.

Whilst Variety’s Owen Gleiberman acknowledged that they ‘want to believe’, they were not convinced by the arguments outlined in the doc.
The Hollywood Reporter’s Daniel Fienberg points to the legitimacy of those interviewed, particularly Marco Rubio, before saying: “My problem with The Age of Disclosure isn’t the lack of opposing voices.

“It’s that there couldn’t be experts debunking anything here. Nothing is proven, and thus nothing can be refuted.
“If somebody insists, without evidence, that there’s an underground bunker somewhere with a thousand alien bodies and 50 alien spacecraft, it’s impossible for anybody to refute.”
For those X-Files fans who want to believe and thus want to judge for themselves however, the documentary will release on Prime Video November 21.

FBI’s Kash Patel Shuts Down ‘Conspiracy Theories’ About Charlie Kirk: We Only Deal With Facts

 FBI Director Kash Patel argued Wednesday that the bureau deals with “facts” and not “conspiracy theories” as he addressed speculation over the assassination of Turning Point USA Founder Charlie Kirk.

An ideological assassin killed Kirk as he spoke on September 10 at Utah Valley University, and the investigation into the assassination is ongoing. Authorities have identified Tyler Robinson as the killer, a young man who lived with his “transgender partner,” a male attempting to transition to a transgender female. That individual, identified as 22-year-old Lance Twiggs, is reported to be fully cooperating with federal authorities.

Since Kirk’s death, online commentators and social media users have wildly speculated about theories surrounding Kirk’s assassination, including the idea that Robinson was not the killer, that foreign nations were involved in killing Kirk, and criticisms of Kirk’s grieving widow and her decision to carry on Turning Point’s mission.

In the Oval Office on Wednesday, when asked if he could give an update on the investigation into Kirk’s death in light of online speculation, Patel told The Daily Wire that the FBI is focused solely on “facts.”

“The only thing we deal with at the FBI and DOJ is facts,” Patel responded, flanked by President Donald Trump and Attorney General Pam Bondi.

“We delivered in record speed a manhunt to capture Charlie Kirk’s alleged assassin in 33 hours,” he explained. “If you put that in perspective to Luigi Mangione or the Boston bomber, they took them five days, and a police officer lost their life in the manhunt.”

“We are running on absolutely every single lead, and the best thing we can do to honor my friend Charlie Kirk’s life is to make sure that everyone involved is prosecuted to the full extent of the law,” Patel said. “And that’s what we are focused on, investigating the facts, not trading in conspiracy theories.”

On Tuesday, President Trump honored Kirk posthumously with the Presidential Medal of Freedom, the nation’s highest civilian honor. Kirk’s friends and family gathered Tuesday at the White House in the Rose Garden, newly renovated by the president, to honor Kirk’s memory and to recognize him for his patriotic contributions to the United States of America.

Erika Kirk, Charlie Kirk’s widow, was present and emotional at the event, as were many members of the Turning Point USA organization. The event was purposefully held on Tuesday, October 14, the day that should have been Kirk’s 32nd birthday, and Trump said in his remarks that he cut his historic trip to the Middle East short in order to be home in time to honor Kirk on his birthday.

“Five weeks ago, our nation was robbed of this extraordinary champion. He was a champion in every way — I got to know him so well,” President Trump said.

“It was a horrible, heinous, demonic act of murder. He was assassinated in the prime of his life for boldly speaking the truth, for living his faith, and relentlessly fighting for a better and stronger America. He loved this country, and that’s why this afternoon, it’s my privilege to posthumously award Charles James Kirk our nation’s highest civilian honor, the Presidential Medal of Freedom.”

Launched on 12 October 2025, the new Entry/Exit System (EES) has already registered over 300 000 movements

The Entry/Exit System (EES) is the new IT system that digitally records the entry and exit of non-EU nationals travelling to 29 European countries* for short stays. The system has already recorded over 300 000 movements, with the number continuing to grow daily. The EES began implementation on 12 October 2025 and will be fully operational by 10 April 2026.

The EES is one of the world’s most modern border management systems, developed and managed by eu-LISA – the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice. By collecting passport data, along with the dates and places of entry into and exit from European countries, as well as biometric data (facial images and fingerprints) and any refusals of entry, border checks will become faster and more efficient. The collection of biometric data will also improve the accuracy of identity verification. In addition, the new system will also help identify visa overstayers and prevent identity fraud.

As a result, the EES will support the identification of terrorists, criminals, suspects, and victims of crimes, by enabling authorities to cross-check information more effectively and trace individuals involved in criminal activities. It will therefore help law enforcement prevent, detect, and investigate serious crimes more efficiently, increasing security within the Schengen area, and strengthening the protection of European citizens.

These documents came from one of the most heavily redacted documents known in all the files.. The Church Committee Testimony of James Angleton — showing the CIA’s Secret Role in Atomic Weapons Transfer, Arming Israel with Nuclear Technology Against JFK's Wishes

• The unredacted files revealed that Mr. Angleton (CIA), confirms that atomic technology and/or knowledge was transferred to Israel against the wishes of JFK.

JFK did not want Israel to have nuclear weapons and took significant steps to prevent it, including diplomatic pressure, demands for inspections, and warnings about the consequences for U.S.-Israel relations.

Details of the Newly Declassified Atomic Transfer: 

• The unredacted portions (yellow) disclose that the transfer involved not just technology, but also knowledge of atomic matters, facilitated through intermediaries (Blue), like scientists (e.g., a Dr. Wilfred) and possibly journalists (e.g., Tad Szulc). 

Angleton admitted to having met with Israeli scientists and officials, including Ben Wells, and discussed the involvement of PLUTONIUM, a key material in nuclear weapons development.

• Israeli Nuclear Program:
The files indicate that Israel had acquired plutonium for its nuclear program, which aligns with historical knowledge of Israel’s development of nuclear capabilities, particularly through its Dimona reactor. 

• Angleton expressed concern about the implications of this transfer, noting that it was done CLANDESTINELY and that the U.S. government (or at least some parts of it) might NOT have been fully informed.

During a recent conversation with Tucker Carlson, former White House Chief Strategist Steve Bannon said he feels optimistic about the future because of what he sees in the younger generation of men.

MEMORANDUM FOR THE SECRETARY OF WAR

              THE DIRECTOR OF THE OFFICE OF MANAGEMENT AND BUDGET

SUBJECT:       Use of Available Department of War Funds for Military Pay and Allowances during the Lapse in Annual Appropriations

The current appropriations lapse, which includes a lapse in the annual appropriations that the Congress provides for the pay and allowances of military personnel, is now in its fifteenth day.  Further, congressional leaders have indicated that political negotiations have stalemated and that the passage of the necessary bipartisan legislation to end the lapse is unlikely to occur before our active duty military personnel are scheduled to receive their next paychecks on October 15th.  This potential outcome presents a serious and unacceptable threat to military readiness and the ability of our Armed Forces to protect and defend our Nation. 

Accordingly, as the Commander in Chief of the Armed Forces of the United States under Article 2 of the United States Constitution, I direct the Secretary of War, in coordination with the Director of the Office of Management and Budget, to use for the purpose of pay and allowances any funds appropriated by the Congress that remain available for expenditure in Fiscal Year 2026 to accomplish the scheduled disbursement of military pay and allowances for active duty military personnel, as well as for Reserve component military personnel who have performed active service during the relevant pay period.  Funds used for military pay and allowances during the current lapse should be those that the Secretary of War determines are provided for purposes that have a reasonable, logical relationship to the pay and allowances of military personnel, consistent with applicable law, including 31 U.S.C. 1301(a). 

At the conclusion of the current lapse in appropriations, every effort should be made, as authorized by law, to adjust applicable funding accounts within the Department of War to ensure the continuation of Department of War operations and activities consistent with planned expenditures prior to the lapse.

Foreign Espionage Arrests Up 50%: FBI

FBI Director Kash Patel said on Oct. 15 that the agency is cracking down on espionage by foreign adversaries, with an increase in arrests as high as 50 percent.

“We have gone after espionage activities against our main counterparts in China, Russia, and Iran,” he said at a press conference.

“In China alone, we’ve had over a 50 percent increase in espionage arrests alone, and prosecutions,” Patel said. “In Iran, we have had a 50 percent increase, again, in espionage cases. And in Russia, we had a 33 percent increase in espionage cases alone.”

State Department employee Ashley Tellis, arrested on Oct. 12, was accused of removing classified information and meeting with Chinese regime officials.

A former State Department employee, Michael Schena, was arrested in March and sentenced on Sept. 4 for conspiring to collect and transmit national defense information to Chinese authorities.

In August, two Chinese nationals were arrested and accused of smuggling sensitive AI chips, subject to export controls, to China.

In June, two Chinese nationals were arrested on charges of spying for Chinese intelligence operations.

In September, an Armenian national was charged with conspiring to export goods and information that would help with semiconductor manufacturing to Russia.

On Aug. 6, Taylor Adam Lee, an active duty soldier, was arrested on charges of attempted transmission of national defense information to a foreign adversary, Russia.

In March, two Iranian nationals were charged with conspiring to supply drones and launder money for the IRGC, a designated foreign terrorist organization.
