Expansion lead to a lot problems when different intentions collide: Someone says this is mine and other says otherwise; because compromise is not always possible, some controversial action is sometimes unavoidable (using force if necessary).

Democracy doesn't guarantee any quality, it's about what the majority wants, but the majority (quantity) could be wrong.
When a large group agree on something (unanimity), could be a step forward, but there is no way to know that with only that information, even if the large group is composed only with very smart people.
