Fraction Magic – Part 1: Votes are being counted as fractions instead of as whole numbers

This report summarizes the results of our review of the GEMS election management system, which counts approximately 25 percent of all votes in the United States. The results of this study demonstrate that a fractional vote feature is embedded in each GEMS application which can be used to invisibly, yet radically, alter election outcomes by pre-setting desired vote percentages to redistribute votes. This tampering is not visible to election observers, even if they are standing in the room and watching the computer. Use of the decimalized vote feature is unlikely to be detected by auditing or canvass procedures, and can be applied across large jurisdictions in less than 60 seconds.

Fractionalized vote:
Instead of “1” the vote is allowed to be 1/2,  or 1+7/8, or any other value that is not a whole number.

++What fractionalized votes can do__:
They allow “weighting” of races.....

GEMS fractionalizes votes in three places:
-   The “Summary” vote tally, which provides overall election totals for each race on Election Night
-    The “Statement of Votes Cast”, which provides detailed results by precinct and voting method (ie. Polling, absentee, early, provisional)
 -  The “undervote” count

 
 Fractionalizing the votes which create the Summary Results
allows alteration of Election Night Web results and results sent to the Secretary of State, as well as results available at and local election officials.

Fractionalizing the “Statement of Votes Cast”
allows an extraordinary amount of precision, enabling alteration of results by specific voting machine, absentee batch, or precinct. Vote results can be altered for polling places in predominantly Black neighborhoods, and can parse out precincts within a mixed batch of early or absentee votes.

Fractionalizing the undervote category
 allows reallocation of valid votes into undervotes.

Fractions in results reports are not visible.Votes containing decimals are reported as whole numbers unless specifically instructed to reveal decimals (which is not the default setting)....

 

Source code: Instructions to treat votes as decimal values instead of whole numbers are inserted multiple times in the GEMS source code itself; thus, this feature cannot have been created by accident.

Diebold Election Systems/Premier (previously called “Global Election Systems”)

19. Diebold entered the voting machine business with its 2002 acquisition of Global Election Systems, a company whose Senior VP (programmer jeffrey dean) was a CONVICTED FELON who had served time for sophisticated crimes involving "COMPUTER TAMPERING".

20. Global brought on dean shortly before the 2000 election. A few months later, it hired a convicted drug trafficker - who dean met in prison - to oversee punch card printing.

24. Diebold told the AP that dean left the company in 2002.

25. But [Beverly] Harris obtained dean's court file, which included internal Diebold memos showing that dean remained as a Diebold consultant.

MANILA, Philippines - A Canada-based software firm who leased the source code for the precinct count optical scan (PCOS) machines for the May 10 Philippine polls has shed light on the glitch that caused the machines to incorrectly read the ballots.

Sean Dean, product manager of Dominion Voting Systems, said the company only found out about the voting machine glitch during the final testing and sealing of PCOS machines in several municipalities last Monday.

In response to doubts on the integrity of the program and automation system, Dominion said it is staking its name that nobody interfered or had any access in the generation of the program files and configuration process.

"At no point was there any outside party involved in the configuration of the ballots and the election files. It was all done by ourselves and supervised only from a viewing perspective by the Comelec but other than that they didn't have access to the station. They didn't touch it. It was all strictly done by us," he said. ....

Two felons have been involved in printing and processing ballots for King County—one of them a convicted embezzler. A voter activist calls this a security breach.

Watchdog Bev Harris fueled a national debate over election integrity.

BEV HARRIS HAS tangled with election bigwigs around the country. Her exposés of shady practices, conflicts of interest, and poor security in both the private and public sectors have helped ignite a national debate over the integrity of the U.S. electoral system. Now the 52-year-old Renton resident is claiming that there are local examples of lax security, too—at the King County Department of Records, Elections, and Licensing Services. She says the elections office has John Elder, a convicted drug dealer, printing ballots and Jeff Dean, a 23-count embezzler, programming software. ...

Elder says he cannot comment due to the policy of his employer, Diebold Election Systems—itself the target, nationwide, for activist scrutiny of its election computer systems. Through a spokesperson, Diebold says it is aware of Elder’s background and sees no problem.

Dean Logan, the King County Director of Records and Elections, confirms that Elder is in a supervisory position with Diebold, which prints and sorts the county’s absentee ballots, but he says Elder’s criminal history is not an issue.

Logan also points out that Dean has not worked as a subcontractor for the county since April 2002, and “I’ve not seen anything to demonstrate that the systems in the past were compromised.” Says Logan: “My greater confidence comes in knowing that the systems we are using today are fully secure.” .....

Before his release [from prison], Dean told prison officials he had secured employment with Postal Services of Washington, in Seattle, which today is known as PSI. For years, the company has sorted and aggregated mail for clients, including ballots for King County Records and Elections.

Dean next shows up in the public record later in 1995, as the general manager for Spectrum Print and Mail Services in Mountlake Terrace, which was founded by his wife three years earlier. In 1998, Spectrum won the contract to print ballots for King County’s new optical-scan voting system, which is in use today. By 1999, Dean was also the point man for implementation of a new software system to manage voter registration in King County. ....

[Bev Harris] says Dean had “24-hour access to the building and the computer room and had direct access to both the personal information in the King County registration database and to the GEMS vote-tabulation program itself.” Harris cites a confidential source for this information.

Logan confirms that Dean had a key to the office door of Records and Elections, inside the King County Administration Building downtown.

The GEMS vote tabulation software, which counts ballots in King County, is stored in a room inside the Records and Elections office.....

Dean Logan, the politically battle-weary director of King County elections, is resigning to take the No. 2 elections job in Los Angeles, prompting County Executive Ron Sims to delay moving the county to a virtually all-mail voting system....Sims has planned for an August 2007 rollout of the vote-by-mail system, which the County Council, after several delays, is scheduled to vote on next week. Programmer Jeff Dean worked for chief of White House Plumbers unit

Convicted of 23 felonies for computer crimes, Jeffrey Dean was sent to prison for four years. Shortly after his release from incarceration, his company was awarded one of the largest ballot printing contracts in history.

In a 2003 deposition, Dean states that he was a scapegoat who was left holding the bag in a series of unapproved payments from Culp, Guterson & Grader, one of the most politically connected law firms in Washington state.

One of this firm's partners at the time was Egil "Bud" Krogh, who headed the White House "plumbers" unit under Richard Nixon. Krogh ordered the burglary of Pentagon Papers whistleblower Daniel Ellsberg.

Dean claimed that other persons from the firm were involved in a scheme, and upon discovery of illicit payments (averaging $14,000/month) he was made to take the blame. Krogh was a partner at Culp Guterson & Grader during the time period that Dean was receiving illicit payments of approximately $15,000 per month.

Like Jeffrey Dean, Krogh did time in prison -- four months for Watergate-related crimes. He was disbarred, but after a fight from a Culp Guterson & Grader attorney, his credentials were restored. At the time, the firm was called "Culp Dwyer Guterson & Grader."

'He [Krogh] was hired on the merits of his character, intelligence and skills as a lawyer,'' said William L. Dwyer, the firm's senior partner, who had represented Mr. Krogh in his disbarment fight. Dwyer became a U.S. district judge.


DEAN BECOMES A BALLOT PRINTER
Shortly after Jeffrey Dean was released from prison a company owned by his wife (but run by Jeffrey Dean)was awarded one of the largest ballot-printing contracts in history, with King County, Washington.In SEC documents, this company (Spectrum Print & Mail Ltd.) lists assets located in the Seattle area, British Columbia, San Francisco and in the Norwalk (CA) location that houses the Los Angeles County Elections Division.


DEAN DEVELOPS COMPUTERIZED ELECTION SYSTEMS
According to depositions taken in 2003, Jeffrey Dean programmed the ballot sorting software used to process incoming and outgoing mail-in ballots; he also developed the Vote Remote software used to track and authenticate mail-in ballots.

Key logs from King County Elections show that Jeffrey Dean was given intimate access to the GEMS server (Diebold central tabulating software); internal memos from Diebold refer to an ongoing consulting arrangement with Dean, and document that he had management involvement in the touch-screens, the 1.96 version of the optical scan, the votercard encoder and the Windows CE operating system used in Diebold voting machines. In addition, during recent litigation Dean called Peter G. Martin as a witness, indicating that he had worked closely with Martin, who programmed the new upcoming High Speed Central Count system.


RECENT DEVELOPMENTS WITH THE DEAN FAMILY
Black Box Voting has learned that Jeffrey Dean and his wife Deborah have recently been ordered into Chapter 7 bankruptcy by a trustee who become fed up with their "gamesmanship" in recent attempts to obstruct discovery of their assets.

A 25 YEAR HISTORY OF TROUBLE
Jeffrey Dean has a 25-year history of financial problems, tax liens and litigation, going back to a company he formed while working for Boeing. Though he refers to this company in recent depositions as "Astec," its real name was Advanced Systems Technology, Inc., a company run by Dean and partner Michael C. Redman. Dean represents that this company did aircraft design, and says that he sold it to Raleigh-Durham Aviation in 1980. Legal documents show that he had a $700,000 tax lien imposed on him in connection with the "failed business" in 1984, and several creditors filed civil suits against him in 1979 and 1980.

By 1982, Dean was a contractor for Culp, Guterson & Grader. Assets began accumulating under his wife's names. When Dean divorced his first wife and married wife #2, Lorimay, she began accumulating real estate under an entity called "JAL Investments Inc." This entity and its real estate was transferred to Dean's third wife, Deborah M. [Pederson] Dean.

These efforts failed when it was revealed that over $180,000 of inappropriately received funds were spent on Deborah Dean's house, and that Deborah had been cashing checks as large as $10,000 at a time from the illicit funds.

Although she was involved in litigation over restitution issues, Deborah Dean was not prosecuted in the thefts from Culp, Guterson & Grader.

Jeffrey Dean entered an Alford Plea admitting to 23 felony counts, and was ordered to appear at the Shelton Correctional facility to begin his incarceration. Instead, he failed to show up and went to Oregon, where he apparently lived under a different name. Bench warrants were issued and he went to prison.

Meanwhile, wife Deborah began "Spectrum Print & Mail Ltd." According to depositions, this firm was mostly delivering newspapers to contract deals like the Washington ferries.

Shortly after Jeffrey Dean got out of prison, however, Spectrum Print & Mail got into ballot printing and designing software for elections.

This ballot printing plant, using software Dean claims to have developed, handles ballot printing and mail-ballot processing for counties like King County (WA) and Los Angeles County, Fresno County, San Diego County, Alameda County (CA), and for the state of Georgia and many other locations.

The Deans were rewarded for Jeffrey Dean's ballot printing and election software programming work in a $4 million buyout by Global Election Systems shortly before election 2000. The Deans became the largest stockholders of Global Election Systems, and Jeffrey Dean took a position on the board of directors.

In January 2002, Diebold Inc. purchased Global Election Systems. Oddly, in a 2003 deposition, Jeffrey Dean claims that his contact with Global was always Pat Green -- but Green is a Diebold employee, not a Global Election Systems employee. Yet Diebold claims it hasn't worked with Jeffrey Dean.

The Dean's ballot printing company was acquired by Diebold in the Global Election Systems acquisition.

WHY ARE WE DOING THIS?
The Vote Remote software and the absentee ballot processing software developed by Jeffrey Dean was never submitted for certification, has not been examined by anyone, and due to technicalities i n the certification regulations, is not subject to certification. Several counties have recently announced plans to force voters into all mail-in voting, including King County, Jeffrey Dean's first elections client.

Exactly what Jeffrey Dean was doing to the GEMS database program, what "oversight" he was providing to the touch-screen technology purchased by Diebold, and what expertise he provided for the votercard encoder, the optical scan 1.96 series, and the upcoming High Speed Central Count are not publicly known at this time.


DIEBOLD CLAIMS MERIT FURTHER SCRUTINY
Diebold claims that it did not work with Jeffrey Dean after acquiring Global Election Systems in 2002. However, the Dean depositions reveal that in May and June 2002, during the time the "rob-georgia" patch was created, Jeffrey Dean was called back to do consulting for Diebold. The Deans have been accused of obstructiveness and evasion by attorneys seeking to recover funds in a pending bankruptcy case. Specifically, when asked to identify monies paid by or due from Diebold Election Systems, they omitted answers.

Diebold struggles to bounce back from the controversy surrounding its voting machines

Here's a five-step plan guaranteed to make an obscure company absolutely notorious.

- First get into a business you don't understand, selling to customers who barely understand it either. 
- Then roll out your product without adequate testing. Don't hire enough skilled people. 
- When people notice problems, deny, obfuscate and ignore. 
- Finally, blame your critics when it all blows up in your face.

With missteps like those, it would be hard to succeed in the gumball business. But when your product is the hardware and software of democracy itself, that kind of performance gets you called not just incompetent but evil - an enemy of democracy. And that is what has happened to Diebold Inc. (Charts) of Canton, Ohio, since it got into the elections business in 2001.

The move seemed like a good idea at the time. The $3 billion public company, whose core products are ATMs, bank vaults and security systems, had just sold 186,000 voting machines to Brazil, where they delivered a quick and clean count in the 2000 elections.

Surely, Diebold reasoned, it could duplicate this success closer to home. "We thought if we got this right," says Thomas Swidarski, the company's CEO and president, "then we could do it across the globe."

But faster than you can say hanging chad, things went wrong. In early 2003, activists found a version of Diebold's secret software on the Internet. The code had so many security flaws that one group would later post a video of a chimpanzee changing votes.

Weeks later, Diebold's then-CEO Walden O'Dell famously wrote to fellow Bush supporters in a fundraising letter that he was committed to "help Ohio deliver its electoral votes to the President." It didn't take long for political activists, many of them already suspicious of the new voting technology, to begin diving through the company's dumpsters and picketing its shareholder meetings.

Though other voting-machine companies have also had their difficulties, it is "the dreaded Diebold," as one blogger on DailyKos refers to it, that stirs up the likes of Michael Moore. "The reason Diebold gets so much heat," says activist Bev Harris, author of "Black Box Voting: Ballot Tampering in the 21st Century," "is not because they're any worse than their competitors. It's because we got more information on them early on." 

 The drumbeat of bad news has never stopped. This year, researchers have found more security flaws, and another version of the software was leaked. In Maryland, Diebold allegedly knew that some of its machines had defective motherboards but did not replace them for a year. Both candidates for governor there advised their supporters to vote via absentee ballot rather than use Diebold machines.

Rolling Stone published an article alleging that Diebold helped deliver Georgia to the GOP (Diebold calls the story "fiction"). The company is an unwitting star in a new HBO documentary called "Hacking Democracy." Oh, and the SEC is investigating accounting irregularities.

Deep in a corporate nightmare, Diebold is wondering how to shake itself awake. After all, this is a 147-year-old company once headed by Eliot Ness, the storied crime fighter. Internally there is little doubt that the company rues the day it stepped out of its comfort zone and into the maw of electoral politics.

Selling political equipment to politicians is an ugly business - and thanks to lawsuits, lobbying expenses and public relations consultants, the profit margins have been stingy too. (The voting division, which accounts for just 5 percent of the $3 billion company's revenue, only started making money last year.)

But after a close look at Diebold and its operations, it's hard to see the company as evil. Naive? Yes. Ignorant? Sure. Stupid? Sometimes. "We didn't know a whole lot about the elections business when we went into it, "admits Swidarski. "Here we are, a bunch of banking folks thinking making voting machines would be similar to making ATMs. We've learned some pretty painful lessons."


A history of success
A cow, a lantern, and a straw-filled barn made Charles Diebold (pronounced DEE-bold) a household name in the banking world. It was the night of Oct. 8, 1871, when, as legend has it, the Great Chicago Fire started in Mrs. O'Leary's cowshed. When 878 Diebold safes survived with their contents unharmed, business took off.

Canton became known as "Little Germany," thanks to the thousands of immigrants who flocked to work in the Diebold factories. (German immigrants arriving in New York reportedly only had to say "Diebold" for directions to Canton-bound trains.)

By the beginning of the 20th century, the company was making jails, trapdoors for gallows, and padded cells for asylums. During World War II it made armor plating for tanks and airplanes. Then, in the 1960s, the company bet its future on a speculative technology: automated teller machines.

Diebold quickly became a global market leader. But it stayed intensely Midwestern, content to manufacture its machines locally and allow companies like IBM (Charts) to distribute them overseas.

In the mid-1990s, however, when rival NCR (Charts) passed it to become the market leader, Diebold changed tactics and took control of its worldwide distribution (today its share is 30 percent). The company began buying up suppliers around the world, including a Brazilian ATM maker, Procomp Amazonia, in October 1999.

Entering the political sphere

Around the same time, the Brazilian government was looking to fully automate its election system. Procomp got the $106 million contract - Diebold's largest ever - to make 186,000 identical electronic voting machines for the 2000 election.

At the exact same time that Florida's officials were haggling over butterfly ballots, Brazil's were congratulating themselves on a clean and tidy result.

Emboldened by Diebold's success in Brazil, CEO Walden O'Dell set out to ensure that the company got a serious piece of the U.S. elections business.

The first problem was that the Brazilian machines weren't sophisticated enough for the U.S. market and couldn't be certified quickly. So O'Dell needed to buy a company to get into the market for the 2002 midterm elections.

In June 2001, Diebold announced it was acquiring Global Electronic Systems, based in McKinney, Texas, for about $30 million. Global was a $7 million operation that made most of its money printing ballots for its optical-scan reading machine. Its touch-screen system, the Accu-Vote-TS, wasn't a big seller.

Nothing was a big seller then. The elections business was populated by a couple dozen private firms that often literally sold equipment out of the back of their cars. That's because their customers were poor.

U.S. elections are intensely local affairs, run by more than 3,000 separate counties. Buying new equipment was a luxury. If county commissioners had to choose between filling a pothole or buying new voting equipment, the pothole invariably won.

That all changed when Congress passed the Help America Vote Act in 2002. With it came $3.9 billion in grants for states to replace punch-card and mechanical-lever machines and to set up statewide voter lists.

Local election officials soon found themselves inundated by high-powered lobbyists. "I don't think those election boards had ever seen as many dinners out," says Paul Tipps, a prominent Democrat who lobbied for Diebold in Ohio.

With its main rivals - Oakland, Calif.-based Sequoia Voting Systems and Omaha, Neb.-based Election Systems & Software - making inroads in Florida, Diebold targeted other states. In March 2002, just two months after it completed its purchase of Global, Maryland put in a $13 million order to equip four counties with touch-screen machines. In May, Georgia signed a $54 million contract to buy 20,000 Diebold machines.


Early warning signs
After the takeover, the big contracts meant big problems. Diebold had let the Global operation alone, but it just couldn't keep up. Orders were lost, manufacturing fell behind schedule, the technical staff was overwhelmed.

Recalls Swidarski, the unit lacked "the wherewithal really to know how to manage a business. They were doing complex rollouts without the depth or breadth or skill set to deal with what they were going to do."

 The same could be said of the customers. Election administrators were often unsophisticated county employees who had been in the job forever. "If we work with Bank of America and they want to roll out 1,000 ATMs, they'll have 25 professional project managers," says Swidarski. "You go to a meeting at a county and you're looking at two people."

It didn't help that Global's touch-screen system, the AccuVote-TS, was flawed from the start. It had purchased the technology from a small company called I-Mark, whose founders had designed it as an unattended voting terminal that could be used in places like shopping malls or supermarkets. "The only problem was they weren't looking at security," says Douglas Jones, a computer science professor at University of Iowa who has been testing voting machines since 1994.

Not quite the only problem. Because there was little demand for touch-screen systems before 2001, Global hadn't spent much on software development. (Jones thinks they needed to start over.)

So the system voters used in 2002 was bug-ridden. Diebold machines crashed early and often, and there was insufficient trained staff to cope with the inevitable problems. (One problem: "vote hopping," where, due to an uncalibrated touch screen, pressing one candidate counted the one next to it.) Even so, after the election, press accounts largely glossed over the problems as isolated hiccups. Orders continued to roll in. And then things fell apart.

Until recently, hardly anyone gave a thought to the mechanics of voting. Even fewer thought about hackers. But in the wake of 2000, the mechanics of voting became politicized.

One key moment came when Bev Harris heard her suburban Seattle county was considering switching to electronic touch-screen machines. Curious, she started trawling the Internet for information - and late one night in January 2003, she discovered a cache of files on an unprotected Diebold server. In it were e-mails between programmers discussing the system's problems.

"Distributing this software is extremely dangerous," a programmer wrote in 2001. "Our smart-card format has absolutely no security, so if someone were to get a copy of this software and a reader, they could stand at the ballot station and quietly burn new voters cards all day.... I can see the cover of USA Today in my head. Consider everyone warned." (Diebold says the problem was fixed before the 2002 elections.)

Digging further, Harris found a version of the company's secret software that ran the machines. She passed it to Avi Rubin, a computer science professor at Johns Hopkins University in Baltimore. Within an hour, Rubin says, he discovered that the software's encryption system was one "everyone knew was broken since 1998." That same day, he found that the administrative password to all the machines was the same: 1-1-1-1.

"It looked like an experimental student project," Rubin says. "If it was my student's project, they would have gotten an F." His report, which came out two days after Maryland had awarded Diebold a $56 million contract for 11,000 touch-screen machines, galvanized those who had always been suspicious of electronic voting.

The company pointed out in a 27-page retort that the software wasn't in use and that there were checks and balances to prevent fraud. The response didn't satisfy the skeptics; an avalanche of criticism - some of it thoughtful, some of it wacko - began to bear down.

In 2004, California decertified Diebold machines and joined a civil lawsuit filed by Bev Harris that alleged Diebold lied when it said its equipment had been federally certified. The company admitted no guilt but agreed to settle, paying California $2.6 million.

At the same time, it continued to have manufacturing problems, once shutting down production because the touch-screen machines were malfunctioning. (It took a year to replace the defective motherboards.)

Changing gears

Soon, Swidarski, then a senior marketing executive in the ATM unit, took over the elections business. "The board understands, as best anyone can, the volatile nature of the business/media and that politics are involved," Swidarski wrote in an e-mail to his deputies in the elections division. "However, the board cannot understand how the [Secretary of State] of [California] indicates that we have lied, misled, and withheld information."

Swidarski fired many Global staff and brought in a new boss from Canton, Dave Byrd, to run the business. The voting unit began to operate more smoothly, grossing $150 million in 2005 and making a small profit.

In December 2005, the board pushed O'Dell out and named Swidarski CEO. Just as he did with the elections business, Swidarski cleaned house: Only two of the seven top executives he inherited are still at Diebold today.

Swidarski is cut from a different cloth than his predecessor. O'Dell liked deals and was frankly bored by ATMs; he loved being known as one of Bush's Pioneers - generous Republican donors. A former senior executive with Emerson Electric, O'Dell's top priority was to make the numbers.

Swidarski, by contrast, is more focused on the customers than he is on Wall Street. (He refuses to give quarterly earnings guidance.) A former marketing executive at PNC Bank in Pittsburgh, he is straightforward and unpretentious. In his short tenure as CEO, he has changed the mood at Canton. "This place is dramatically different from a year ago," says CFO Kevin Krakora, "almost night and day."

Smart Business 100, Swidarski's $100 million plan to cut costs and increase customer service, is beginning to show dividends. Since fading to less than $35 in September 2005, Diebold's stock is now at $42. Profits dropped 41 percent last year, but were still a healthy $161 million on $2.6 billion of revenue.

Diebold looks set to beat those numbers this year. "The new management team," says Gil Luria, a research analyst at Wedbush Morgan Securities, "seems to be on top of what they really need to do to turn around the company." Krakora puts it simply, "This company prints cash."
Dubious voting

But its voting machines continue to attract scorn. In August, Edward Felten, a computer-science professor at Princeton University, got his hands on a Diebold machine similar to those still used in Georgia. With the help of two graduate students, he posted a video online that showed him infiltrating and installing a virus in what appears to be less than a minute.

Felten found that the key to the lock protecting the memory card, which is used to both update the software and record votes, was one commonly used in office furniture and even hotel minibars. Once the door to the slot was open, he could slip in a virus-infested memory card and alter votes. "We were completely floored by how easy it was," Felten says.

 Diebold disputes the accuracy, integrity and plausibility of the Princeton study, pointing out that Felten's team used an old machine with two-year-old software not in use today. Plus, the team had four months to figure it all out.

"The report all but ignores physical security and election procedures," says Mark Radke, marketing director of Diebold Election Systems. "Every local jurisdiction secures its voting machines - every voting machine, not just electronic machines. Electronic machines are secured with security tape and numbered security seals that would reveal any sign of tampering."

Therein lies the rub, says Michael Shamos, a computer-science professor at Carnegie Mellon University who has been testing election equipment since 1980.

"Diebold doesn't fully get it about security," he says. "Their position every time somebody raises the prospect of insider manipulation of elections is, 'Are you telling me you think that these election officials would commit a felony?' And the answer is, 'Yes, that's what we're saying. They might commit a felony, and what is your system doing to prevent them?'"

Even so, Shamos doesn't completely buy the Princeton study. "What Felten found wasn't a bug in the software," he says. "It was a deliberate feature that comes from the need to be able to update the machines quickly."

Felten, he says, makes it seem like anyone with a memory card could go into a Diebold machine, root around and swing an election. Shamos points out that since the machines aren't networked, a virus would have to be tailored to the ballot and inserted into each machine one wanted to manipulate. That's a lot more work - and a lot more opportunities to screw up - than it looks like on video.

A national rollout of almost any product is bound to have glitches. But when elections depend upon the product in a country whose politics are scarred by distrust, there is little tolerance for error.

The problem critics had with the early touch-screen systems was the lack of a tangible way - such as the kind of receipt consumers get at ATM machines - to verify results. (Oddly, few made this complaint about lever machines.)

Though about half of the touch-screen systems in use today provide an audit trail that voters can see, that presents its own problems, such as installing the paper or keeping it from jamming.

What really gets the critics going, though, is the possibility of stealing or "editing" votes by the bundle, either in a specific precinct or, worse, by hacking into a central database.

As William "Boss" Tweed, who effectively ran New York City in the mid-1800s, once noted, "The ballots made no result; the counters made the result."

Diebold's critics say that is the problem. But for all the sound and fury swirling around the company, there has not been a single confirmed incident of tampering with a Diebold or any other electronic machine; it's much more difficult to write a computer virus than to tinker with a ballot box. (Ah, say the critics, but prove it hasn't happened.)

So what's the prediction for this election? The primaries were a mixed bag. One big story was that Florida was not a story, but there were problems elsewhere, from poll workers unable to boot up the machines, to transmission problems, to unexpected screen freezes.

"History shows us it always takes at least three good-sized elections before we have any new system down," says Doug Lewis, the executive director of the Election Center, an organization that represents and trains local election administrators. "It would be a miracle if there weren't problems in this election."

As for Diebold, Swidarski is questioning whether the election business "fits into our product portfolio." 

He says he'll make a decision within the next three months. But it says something that the company recently ordered the name "Diebold" removed from the front of the voting equipment. Why? A spokesman would only say, "It was a strategic decision on the part of the corporation."

In 2009, it was sold to competitor ES&S. In 2010, Dominion Voting Systems purchased the primary assets of Premier, including all intellectual property, software, firmware and hardware for Premier's current and legacy optical scan, central scan, and touch screen voting systems, and all versions of the GEMS election management system from ES&S.

At the time ES&S spun off the company due to monopoly charges its systems were in use in 1,400 jurisdictions in 33 states and serving nearly 28 million people.[2] ....

Following the acquisition, the Department of Justice and 14 individual states launched investigations into the transaction on antitrust grounds.[5] In March 2010, the Department of Justice filed a civil antitrust lawsuit against ES&S, requiring it to divest voting equipment systems assets it acquired from Premier Election Solutions in order to restore competition.[6] The company sold the assets [including GEMS] to Dominion Voting Systems.

Dominion Voting Systems acquired Premier on May 19, 2010.[7] "We are extremely pleased to conclude this transaction, which will restore much-needed competition to the American voting systems market and will allow Dominion to expand its capabilities and operational footprint to every corner of the United States," said John Poulos, CEO of Dominion.

QUESTION:
Why has the GEMS software has been BARELY MENTIONED in discussions of 2020 election fraud so far?

Almost completely invisible even now, 10 mos after the election.

It did come up in a discussion about what happened in the Windham NH forensic audit in May 2021, which appears to have been hijacked in order to bury allegations of election fraud there.

Last night we reported on how the auditors in the Windham, New Hampshire audit all have serious conflicts due to their activities with each other and the Democrat Party.

On Tuesday, the auditors will conduct a forensic analysis of the voting machines, one of which had more difficulties with folded ballots than the others. each memory card will need 90 minutes to read. It is simply shocking that one of these auditors ups and leaves, quits, and neither the Windham board of selectmen nor the NH AG and SoS have said a word!

Losing an auditor places this election audit in direct violation of SB 43, the NH law which authorized this audit and it requires a team of three auditors, one selected by the Windham board of selectman (Mark Lindeman, acting executive director of Verified Voting), one by the NH Attorney General and Secretary State (Harri Hursti, Ph.D.) and one selected by those two auditors (Philip Stark, Ph.D.).

Why has the audit team, or Stark himself, provided no details as to why he walked away from his job?

Why did Stark pull out at the very moment that this team was to audit the hackable, insecure memory cards of these Diebold AccuVote Optical Scan (OS) machines? (the exact model no. is Diebold ES2000, shockingly also used by 137 other NH municipalities.)

Did Stark go MIA because he knows putting his name to an audit of these Diebold machines and memory cards could place his professional reputation at grave risk?

With Dr. Philip Stark making an unannounced bolt from this audit team, we have to wonder if word came down from on high from Speaker Pelosi, who appointed him, a high-ranking American computer scientist to his position on the eac, to move on. Is he required elsewhere in another state, with yet another 2020 election audit about to blow up, needing to be crushed?

Stark, likely wanted off this audit to salvage his professional reputation and be as far away as possible from putting his name on an audit report which asserts NH's Diebold machines and the 90-minute audit of each and every memory card by the team has revealed all's good, nothing to see here.

In a strange series of events, the Elections Assistance Commission (EAC) is being sued for updating its policy and allowing voting machines to include Internet access.  These policy changes were discussed in private with voting machine companies and silently passed by the EAC without required public debate.

Philip Stark has a checkered past.  He resigned from Verified Voting which would suggest he is a good guy.

Philip Stark is also a Board member of the EAC and was also in the news lately when he was selected to be one of three ‘auditors’ selected for the New Hampshire audit.  We reported the following on Stark.

It appears very likely that the course of this audit has been quietly steered by top Democratic leadership in the U.S. Congress, House Speaker Nancy Pelosi (D) and Senate Majority Leader Chuck Schumer (D), through the auditors themselves.

Both Philip Stark, Ph.D. and Barbara Simons, Ph.D., the board chair of Verified Voting and also a member of George Soros’ elite Democracy Alliance Board, are current appointees to the corrupt and powerful U.S. Election Assistance Commission (EAC).

Stark was appointed by Speaker Pelosi in 2016 and Simons was appointed by former Senate Minority Leader Harry Reid (D) in 2008 and was re-affirmed by then-Senate Minority now Majority Leader Schumer.

Stark made an early exit in New Hampshire never to be seen again.  It’s not known how much time and effort he supplied to the audit and what he was paid for being an auditor in name only.  Nor is it known why he left.

But now Stark is back in the news.
 This time he is suing the EAC, where he is a Board member.  Stark and the organization, Free Speech for People, are suing the EAC for updating voting machine guidelines that allow them to have access to the Internet.

The EAC does not seem like an agency full of integrity especially now after secretly updating the guidelines to allow voting machines to have Internet access.

The three vendors Election Systems & Software, Dominion Voting Systems, and Hart InterCivic collectively distribute voting machines and software that facilitate voting for over 90% of all eligible voters in the United States. In 2009 Dominion has concluded a contract with Smartmatic concerning the elections in the Philippines in 2010 and early elections in 2013. After these elections numerous lawsuits were launched due to allegations of omissions and fraud. Independent review of source codes that were used in Dominion’s machines discovered many problems and quality and security of its software were disputed. The Chairman of Smartmatic is Mark Malloch Brown, member of the British House of Lords and former Vice-President of the World Bank. He was also United Nations Deputy Secretary-General in 2006 and UK Minister (2007–2009).
 
However, the most interesting thing about Malloch Brown is the fact that he is one of more important officials of Soros’s network. Cooperation between these two goes way back, even since the war in the former Yugoslav Republic of Bosnia and Herzegovina (1993-1994). Malloch Brown was the Vice-President of the most important Soros’s organizations – the Quantum Fund and the Open Society Foundations and now he is a member of the Global Board. He is also one of the people most responsible for the creating of the infamous International Crisis Group and he is a member of its Executive Committee and Co-Chair of the Board of Trustees.
 
Thanks to Soros, Dominion’s voting machines are being used in the elections to the European Parliament since 2014. Dominion’s servers in which all of the data are stored are located in Frankfurt, wherein is also the head office of the European Central Bank. Dominion shares an office floor in Toronto with the Tides Foundation which is connected to George Soros (Dominion Voting Systems Shares Floor Space With Soros Group, Partnered With Soros’ Friendgroup-partnered-with-soros-friend).


Next to its associations with George Soros, Dominion Voting Systems has numerous connections to the Democratic Party in the USA. The company hired Brownstein Hyatt Farber Schreck LLP, a lobbying firm. One of the directors of this lobbying firm is Nadeam Elshami, former chief of staff to Democratic Leader and Speaker of the United States House of Representatives Nancy Pelosi. Elshami is officially registered as a lobbyist for Dominion.

Another well-known Democrat who is connected to this election software is Richard Blum, husband of influential United States Senator Dianne Feinstein who has been a US Senator since 1992. 

According to the allegations made by lawyer Sidney Powell, Blum is a majority shareholder in a company that produced voting software that were used in the elections. 

Mainstream media have tried to deny these allegations by claiming that the only company in which Blum has made any investments is Avid which deals with graphic and video software. However, this is not exactly true. Avid did produce software that were used in these elections, including the elections in the state of Michigan. Avid advertises its own election software called LeaderPlus Election Management System and Blum is one of its investors – Blum i Avid

It is worth mentioning that Blum has lucrative financial affairs with China as well as ties to Chinese Communist Party which goes a long way to explain some of his wife’s political agenda and her voting policy in the Senate. This influential political couple was also connected to human organ trafficking. 

The use of the video software in elections can be best observed in reports made by American mainstream media which use this video applications to follow the election process. Take a look at this video and notice how, during the process of entering new results, the number of votes that were cast for Trump is decreasing. Not the percentage, but the number of votes! This video is constantly being censored and removed from YouTube and social networks.

The Clinton Foundation is also connected to Dominion Voting Systems. In 2014 Dominion has made a donation to The Clinton Foundation to be used for the DELIAN Project.

Eddie Perez, global director of technology research and development at the OSET Institute, said in a phone interview that while it's important to get industry on record supporting increased reporting requirements, he's skeptical whether the companies plan to follow through absent federal enforcement.

He argued many of the other proposed changes discussed in the hearing would not meaningfully address the fundamental, systemic problems that plague the industry and inhibit better security practices, namely the consolidation of voting machine production across just three vendors and a plodding system for testing and certifying machines.

"I would have preferred to have heard more questions that press upon the status quo, because the fundamentals of the market today, supported by current policies of the [Election Assistance Commission] and in particular implementation of its certification program, those are big part of the reason why voting infrastructure is suffering," he said.

While many new voting machines have come on the market over the past two decades, virtually all of them were designed to system standards developed by the EAC in 2005. The agency is working on updated standards, but they will almost certainly not be in place this year as states look to spend hundreds of millions of dollars in new federal grant funding to update their voting machines.

Perez said he was worried states would end up simply repeating the mistakes of the past.

"The real danger is that in the absence of any more significant change, Congress and EAC and the vendors are just going to hit the reset button on 10 more years of dysfunction in continuance of the last decade's problems," he said.

George Soros is an agent of the British oligarchy, and calling him an American because he lives in New York, is like calling the British troops that resided in Washington during the War of 1812, when they burned down the White House, “American.” His nest of hedge funds, led by Quantum Fund N.V. and the Soros Fund, are registered in British and Dutch off-shore entities, and no American is allowed to be an investor, because Soros is afraid  of  any  scrutiny  by  U.S.  government  regulatory agencies (after run-ins with the Securities and Exchange Commission, and the U.S. Congress), and he needs the banking secrecy to function as one of Britain’s “imperial torpedos” against nation-states. In addition, since at least 1986, Soros has had an intimate imperial relationship  with  Mark  Malloch  Brown  (now  a  British  Lord, and  Minister  of  State  for Africa, Asia  and  the  United Nations  for  the  British  Foreign  Office),  in  their  joint campaign to destroy nation-states, and create puppet regimes for the British Empire.

From the outset of his career, Soros has been seconded  by  British  imperial  financiers,  from  the  Rothschild  interests,  to  reportedly  having  members  of  the British Royal Family as investors. One of the original contributors to the creation of the Quantum Fund N.V. was  financier  George  Karlweiss,  who  was  then  with Edmond de Rothschild’s Banque Privée.

The Oligarchy’s Money
Soros is largely a creature of the British-run oil spot market scheme, and got his start as a currency speculator, a role which would not have been possible had not President  Richard  Nixon,  under  the  sway  of  British agent  George  Shultz,  ended  FDR’s  Bretton  Woods system of fixed currency rates in 1971. As a fund manager, Soros depends upon the money of others, and that money comes largely from networks around the Rothschild banking apparatus and, according to our sources, the British Royal Family. Far from being a self-made man, he is a façade, a face behind which the imperial dirty-money  specialists  can  operate  out  of  the  public eye.

Soros  displayed  his  character  defects  as  a  young man in Nazi-occupied Hungary, when, a Jew himself, he helped the fascists confiscate the estates of wealthy Jews. He moved to Britain in 1947 to escape the Soviets, and, during the early 1950s, studied at the London School of Economics, where he was molded into an imperial  stooge,  studying  under  Austrian-born  Sir  Karl Popper,  author  of  The  Open  Society  and  Its  Enemies. Ultimately,  Soros  named  his  major  operation  against 
 nation-states  The Open Society Institute  (there  have been as many as 20 separate OSIs in different nations since the 1990s).

After an apprenticeship at the City of London merchant bank Singer & Friedlander, Soros moved to the United States and became an arbitrager and analyst on Wall Street; he then spent a decade at Arnhold and S. Bleichroeder, where, in 1969, he headed his first fund. Thus trained, he left Bleichroeder and created his own Quantum Fund, in 1973.

The timing of this move is indicative of the way Soros’s career has been shaped by his controllers, as 1973 was also the year of the first great oil hoax, and the creation of the spot market in crude oil. The spot market was designed to allow financial speculation in oil prices, and resulted in huge amounts of “petrodollars” piling up in the banks of the City of London and other banking centers. A portion of those petrodollars, along with narcodollars  and  other  hot  money,  was  directed  into  the coffers of Soros Fund Management.

Soros’s big break came in 1992, when he bet heavily against the British pound and won, making a reported $1 billion when the pound fell and was taken out of the European  Community’s  Exchange  Rate  Mechanism (ERM). Soros was lionized as “the man who broke the Bank of England,” but the operation was actually run by the Bank of England, the Federal Reserve, and several  big—and  quite  bankrupt—banks.  The  operation served the Brits by pulling the pound out of the ERM, and  the  profits  from  this  market  manipulation  helped bail out the bankrupt banks.

But most of all, his accounts fattened by over $1 billion,  courtesy  of  the  British,  Soros  promptly  directed about $100 million of it to operations in Moscow, in December 1992, through the Soros Foundation and the Open Society Institute. From the Moscow  base,  working  with  Malloch  Brown,  Soros imposed the brutal “free market” economics that looted  Russia.  He  parceled  out  tranches  of  $25  million, or $50 million in renewable loans, and grants to Macedonia and Bosnia, setting up the conditions for permanent ethnic wars and destabilizations. Ultimately, Soros was kicked out of Russia, Croatia, Belarus,  and  other  former  East  Bloc  countries,  for  his dirty operations.

Soros and the Foreign Office
In 2006, Lord Mark Malloch Brown returned to his British mother, after decades of being sheep-dipped in international institutions: the World Bank, the UN, and before that, a somewhat notorious public relations company, Sawyer Miller in New York.

Today,  Malloch  Brown’s  position  in  the  Foreign Office, has led to criticism that he has “lorded it over” Foreign  Secretary  David  Miliband  and  received  far higher  perks  than  his  boss,  such  as  a  residence  worth about £# million. To take the job, Malloch Brown had to leave his highly lucrative position as vice president of the Quantum Fund!

Soros and Malloch Brown have been at it—destabilizing countries and installing British operatives—since at  least  1986,  according  to  the  book  Alpha  Dogs,  by London Times Editor James Harding. Harding describes how Malloch Brown boasts of having overthrown Philippines  President  Ferdinand  Marcos,  by  representing Corazon  Aquino  for  President.  After  that,  Malloch Brown  decided  to  try  the  same  tactics  in  Chile—but with George Soros’s money.

“Through  the  summer  of  1986,  Mark  Malloch Brown  was  in  discussions  with  George  Soros,  the hedge fund manager who was just getting known for his support of insurgent democracy movements around the world,” writes Harding, about Soros’s financing of a  weak,  squabbling  grouping  of  Chilean  opposition figures.

In 1993, Soros hired Malloch Brown to handle an initial $50 million grant to Bosnia, the country that had been torn to shreds in the British-run war of the early 1990s.

But  the  Soros-Malloch  Brown  duo  grabbed  the crown jewel in 2003-04, when they put the money up to install Mikhail Saakashvili as “democratic” dictator of Georgia, even providing millions of dollars to pay the salaries  of  Saakashvili,  his  Cabinet,  security  officers, and police!

Now, after British puppet Saakashvili’s invasion of  South  Ossetia,  Malloch  Brown  is  at  the  center of the British drive to sanction Russia for responding to  Saakashvili’s  invasion,  which  the  Empire  approved.

In assessing Soros, it is useful to keep in mind that corruption  and  chaos  within  nation-states  serve  the goals  of  the  British  Empire.  This  is  emphatically  the case with one major track of Soros’s activity, legalizing drugs—a subject too extensive for this short review, but which will be a feature of follow-up articles. The British policy is genocide, and Soros is a great practitioner of the policy.

In 2014, Dominion Voting committed to providing emerging and post-conflict democracies with access to voting technology through its philanthropic support to the DELIAN Project, as many emerging democracies suffer from post-electoral violence due to the delay in the publishing of election results. Over the next three years, Dominion Voting will support election technology pilots with donated Automated Voting Machines (AVM), providing an improved electoral process, and therefore safer elections. As a large number of election staff are women, there will be an emphasis on training women, who will be the first to benefit from the skills transfer training and use of AVMs. It is estimated that 100 women will directly benefit from election technology skills training per pilot election.

Tides Foundation in America, based in San Francisco, created and financially supports Tides Canada Foundation. The Tides Foundation has reportedly received more than $20 million in donations from George Soros’ groups, and Tides shares Soros’ vision for a radical left-wing makeover of Western civilization and the world. Tides has given out money to numerous left-wing groups including ACORN and Project Vote and recently created the Black Lives Matter Support Fund.

This is just one link between Dominion Voting Systems and George Soros. Access Wire reported that “Dominion entered into a 2009 contract with Smartmatic and provided Smartmatic with the PCOS machines (optical scanners) that were used in the 2010 Philippine election, the biggest automated election run by a private company.”

Smartmatic is chaired by Mark Malloch-Brown, who is good friends with George Soros and even called Soros his landlord at a five-bedroom house in Westchester County, New York. Malloch-Brown has worked with Soros on various projects including as vice chairman of the Open Society Institute and also Soros Fund Management.    .....

Okay, with that out of the way, the phone number 720-849-1775 is a Mead, Colorado number, with Edwin Barkley Smith the user. He lives with his wife Diane Wooley Smith at an address there, and his CV is as follows: 

Edwin Smith was an software engineer for Rockwell before he was hired by Sequoia Voting Systems Dec. 4, 2010, then served in subsequent positions in other companies of that same group, Dominion, Clear Ballot, and Smartmatic. Presumably, which hat he wears just depends on which subsidiary was contracted to what State or County. 

These companies are all the same, just the names have changed; perhaps they even submitted competitive bids to States/Counties to give a luster of legitimacy to the selection process.

His duties as Quality Control and Certification mean he ensures that the clients get the best product for their needs, which in this case, mean they get the election results they want.

The address given as Clear Ballot Group, 7 Water St, Boston, MA is a mail drop; the address is a business called Global Pack Ship, and 7 Water St, Suite 7 is the drop, not a physical address, for Clear Ballot Group.

The Clear Ballot Group says that their DUNS number is 833087401, but Dun and Bradstreet never heard of the company, at least by that name. Anons are invited to dig into this, I can't find anything else beyond that number, whether it's fake, or under another name.

In sum,Edwin Barkley Smith is a VIP in this election fuckery, has IT skills needed to perform fuckery, and likely liable for fraud perpetrated on the SoS of Washington, misrepresenting what company is contracting to the State of Washington, as Clear Ballot

Group is a shell company fronting, via a mail drop in Boston, for Smartmatic/Dominion/Sequoia.

Loren Culp drops lawsuit alleging election fraud in Washington state
OLYMPIA, Wash. - Loren Culp, the Republican gubernatorial candidate who lost to Gov. Jay Inslee in the 2020 election, has withdrawn a lawsuit against the state alleging widespread election fraud. 

The move to drop the suit comes after the state Attorney General's Office threatened legal sanctions against Stephen Pidgeon, Culp's lawyer, for "legally baseless" claims "filed with the improper purpose of undermining confidence in a free and fair election."

Culp and his lawyer responded in a lengthy live video posted on Culp's Facebook page. He said the AG's office would likely drag this out for years, costing "millions of dollars." "I don't have that money. I don't feel that it would be right to ask you for that money just to be thrown out by a judge," Culp said. Official numbers show Inslee, now in his third term as governor, won the election with 56.7% of the total vote, while Culp received 43.3%.

On a Facebook live video with supporters Friday, Culp said that continuing the lawsuit would have cost millions, only to risk it being thrown out and being forced to repay the state’s legal fees.

Sept 20 2021
Fall is in the air in the Pacific Northwest.  It feels like paradise in the Seattle area - 60 degrees, cool breeze, the gray sky and the changing leaves.  

I flew in late last night, primarily for my event in Oregon tomorrow for 9/11.  The flight from Denver was delayed, but around midnight I was able to see the entire outline of the sound and of the entire Seattle metro area, lit up bright.

I flew in last month during the day and saw the incredible mountain views off to the east.  And of all the cities and states we need to redeem, Washington always sticks out in my head.  I had what almost amounts to a dream or vision that great things are going to break free in Washington.  We have to get it back.

The event I did here last month had 700 people stuck in a church with no working A/C, 90+ degrees in there.  700 more people couldn't get in.  The patriots in the captive blue states are the most fired up of all.

Lately I've become fond of telling them - HOLD YOUR GROUND.  They're coming after Florida and Texas, too.

This is our country.  We will win it back.  There is nowhere to escape to.

We cannot do this on our own.  But because of God, we are powerful.

I believe every word I write to you.

Dean Logan strikes again

If you were following Washington State politics in 2004, you’ll recall a very tight gubernatorial election.  Chris Gregoire, then the sitting Democratic Attorney General, faced off against State Senator Dino Rossi, a Republican and former chair of the Senate Ways and Means Committee.

It was a close race.  Rossi was declared the winner by 261 votes.  Democrats had held the governor’s mansion for 20 years.  Rossi’s win was a big deal.

But, state law requires an automatic recount when the vote is both within 2,000 votes and less than 0.5% of the vote total.

After the recount, Rossi remained ahead by 42 votes.

Republican Secretary of State Sam Reed suggested that a manual recount might be in order.  Gregoire agreed.  A candidate can request a manual recount if they pay for it.  Paul Berendt, Chair of the Democratic Party at the time, had to raise almost over a million dollars on very short notice to cover legal and recount expenses.

Ahead of that final manual recount, the King County Director of Elections found 573 ballots that had been improperly rejected during the previous counts.  When those ballots were tabulated as part of the final manual recount, Chris Gregoire was ahead of Dino Rossi by 129 votes.

The Director of Elections at King County in 2004 was Dean Logan.


Yesterday, California held its primary, one of the more impactful and important primaries in the country in 2018.

In Los Angeles County, there are 5.2 million registered voters.  Yesterday, only 5% of voters cast a ballot, approximately 275,331.  Among those voters, over 118,000 were “accidentally left off the rolls” in LA.

The Registrar-Recorder/County Clerk of Los Angeles County said in a release “We apologize for the inconvenience and concern this has caused. Voters should be assured their vote will be counted.”

The Registrar-Recorder/County Clerk of Los Angeles County is Dean Logan. Plus ça change, plus c’est la même chose.

California Election Watchdog Judicial Watch Celebrates Lawsuit Win, Plans 'Deep Audit'

As many as 1.5 million inactive registered names on the voter rolls in Los Angeles County alone are being contacted for potential removal, after the recently-announced settlement of a lawsuit against the state of California and Los Angeles County initiated by Election Integrity Project California (EIPCa) and Judicial Watch....

Dean Logan, Los Angeles County's registrar-recorder and county clerk, responded to the settlement in an emailed statement to The Epoch Times on Jan. 14:

"Los Angeles County prioritizes the maintenance of voter records and works hard to maintain protections that ensure eligible voters stay on the rolls in compliance with state and federal voter registration laws. In settling this lawsuit, all parties agree that they each had a good faith interpretation of the National Voter Registration Act (NVRA) requirements, state law, and federal law regarding voter file maintenance".

Logan also said the settlement included no admission of wrongdoing, and he claimed that Judicial Watch was "inaccurate" in alleging Los Angeles County has a registration rate of 112 percent of its adult citizen population.

California has among the nation's most rigorous election equipment certification regimes and requires independent forensic testing including attempted hacking. In the case of the vsap system, testers found a series of problems that made its system vulnerable to unauthorized access. Their report said "seals, locks, labels and sensors can all be bypassed" on the system, and the ballot box can be opened without detection - meaning ballots can be inserted or removed. They also determined that "unrestricted access to, and the ability to boot from, the USB port allows access to data" that could thus be tampered with.

Following the 2020 election, Chris Krebs of CISA issued a statement saying the election was the most safe and secure in history. Oddly, this letter, from the government agency in charge of election security, was co-authored by several voting machine manufacturers, who it turns out, sit on the board of advisers for CISA.

SUMMARY TO THIS POINT

GEMS & Jeffrey Dean
* Bev Harris did a number of investigations into GEMS fractionalized voting (2016) and Jeffrey Dean's role in it extending back into the 1990s.
* Dean played a key role in King Co (Seattle) elections but the GEMS went everywhere via GES, Diebald, Premier and eventually DOMINION.
* Dean himself is a mysterious figure with a highly checkered past who has "disappeared" since the early 2000s. Is he Sean Dean? Nobody knows.

ELECTION COMPANIES & INDIVIDUALS
* There are a relatively small number of election companies that dominate elections worldwide now: *Smartmatic, ES&S, Sequoia and Dominion are the biggest but there are new ones like ClearBallot or  Verity Voting as well.
* It's common for people to move from company to company over the years. Although they supposedly compete, they are closely intertwined.
* It's hard to pin down who really controls these companies and how their systems truly function. But there have been major fraud allegations since at least 2000. 
* Figures such as George Soros, his BFF Mark Malloch-Brown, and corrupt leaders such as Hugo Chavez (Venezuela), and  Neil Nanpeng Shen are linked directly or indirectly, and countries like China, Italy, and Serbia seem to be playing an active role in subverting American elections, espec. in 2020. 

WASH STATE AFTER JEFF DEAN
* Meanwhile, King Co. has had at least one fraudulent governor's race (2004) and the head of King Co elections has gone on to head LA Co. elections (Dean Logan).
* LA elections have systems engineered by Smartmatic, which also helps certify elections on the state level.
* Washington State is all mail in ballots since 2011; since 2017, King Co. has used ClearBallot for that purpose, a company that's very hard to pin down. Like Dominion, went from relative obscurity to having very big clients like NYC and Seattle.

EDWARD B SMITH, CISA & EISCC
* Edwin Barkley Smith has advocated on behalf of ClearBallot, even tho he works fulltime for Smartmatic, and also serves at the EISCC rep for that company.
* The EISCC (private - mostlly election companies) works closely with CISA (public) to regulate elections in the US, but it appears that EISCC plays a far more influential role than anyone realized until recently (via Devolution part 5).
*ClearBallot is also one of the founding members of EISCC, along with giants like Dominion.


There are plenty of other things to look at re election fraud, but we are tracing a particular thread here that focuses on the role of GEMS, how it shaped Dominion, and how Dominion because a dominant force in the election world. Accurate, transparent and accessible elections—this is the objective that motivated me to create Dominion Voting Systems 18 years ago in Canada. From the start, the company was focused on improving paper-based voting, and it continues to pursue vote-tabulation solutions that enhance accuracy and transparency through audits and reviews, as well as by allowing voters to create, verify and privately cast a marked paper ballot. But if you’ve heard about our role in the U.S. election on Twitter, it’s likely you’ve heard something different.

The allegations against Dominion are bizarre, but I’ll set the record straight. Dominion is an American company, now headquartered in Denver. Dominion is not and has never been a front for communists. It has no ties to Hugo Chávez, the late dictator of Venezuela. It has never been involved in Venezuelan elections. None of Dominion’s systems use the Smartmatic software that has come under attack, as any state certification lab could verify.

There is no secret “vote flipping” algorithm. Third-party test labs, chosen by the bipartisan Election Assistance Commission and accredited by the National Institute of Standards and Technology, perform complete source-code reviews on every federally certified tabulation system. States replicate this process for their own certifications. Postelection canvassing and auditing also exist to provide additional assurance of the vote totals’ accuracy.

The part of the election process on which Dominion focuses is highly regulated and certified. The company doesn’t work in noncertified areas such as voter-registration systems, poll books or signature-verification software, and it doesn’t provide vote-by-mail printing. Dominion voting machines do one thing: accurately tabulate votes from county-verified voters using a durable paper ballot controlled and secured by local elections officials....

July 16, 2018: Dominion Voting Systems (“Dominion Voting”) announces that it has been acquired by its management team and Staple Street Capital.

* Staple Street Capital is a private equity firm founded in 2009 based in New York. 
* The co-founders Stephen D. Owens and Hootan Yaghoobzadeh. 
* They are veterans of The Carlyle Group and Cerberus Capital Management, also the Board members of Dominion Voting. * The official website of Staple Street Capital has deleted the team introduction.

William E. Kennard is an Executive Board Member of Staple Street Capital, also worked for The Carlyle Group.

Kennard nominated as ambassador to the EU by Barack Obama in August 2009 and is a member of Secretary of State John Kerry’s Foreign Affairs Policy Board.
He was a key force behind Obama’s decision in February 2013 to launch negotiations on the ambitious Transatlantic Trade.He was also chairman of the U.S. Federal Communications Commission after being appointed by President Bill Clinton in 1997.

Before nominated as ambassador to the EU by Barack Obama in 2009, Kennard was managing director of the Carlyle Group(2001-2009) where he led investments in the telecommunications and media sectors.

Ex-Carlyle, Cerberus execs' shop Staple Street holds one-and-done close on Fund III
Oct 12, 2020

Fund III was targeting $400m, according to a Form D fundraising document filed Oct. 8, which didn't list how much the pool had raised.

Staple Street Capital, created by former executives of Carlyle Group and Cerberus Capital in 2010, held a “one-and-done” final close on its third fund on $520 million, pushing through
marketing despite the pandemic-slowed fundraising environment, a source told Buyouts.

Staple Street is one of a select group of emerging managers that have been able to raise capital in the subdued fundraising environment. LPs for the most part are sticking with their longterm relationships, generally with well-established managers.

Fund III was targeting $400 million, according to a Form D fundraising document filed Oct. 8, which didn't list how much the pool had raised. UBS worked as placement agent on the fundraising, the Form ADV said.

Fund III is Staple Street's second institutional fund. The firm closed Fund II, its first institutional fund, on $265 million in 2015.

Stephen Owens and Hootan Yaghoobzadeh formed Staple Street in 2010, according to the firm's Form ADV. The firm was formed to invest Owens' and Yaghoobzadeh's own wealth on a deal-by-deal basis, the Form ADV said.

Staple Street's third managing director is Jeffrey Hyslop, who joined in 2014. Hyslop worked at Cerberus from 2002 to 2010, his Linkedln profile said.

Staple Street makes control investments in lower mid-market companies with operational, balance sheet or other process complexities. The firm targets industries including automotive, business services, chemicals, communications/media/technology, consumer/retail, distribution/logistics and healthcare, among others.

Owens worked at Carlyle Group from 1998 to 2009, where he co-founded the global consumer and retail group. Before that, he worked at Lehman Brothers from 1993 to 1996, according to his Linkedln profile. 

Yaghoobzadeh worked at Cerberus Capital Management from 2003 to 2009, where he focused on distressed private equity, special situation investments, balance sheet restructuring and asset purchases. Before Cerberus, he worked at Carlyle, his profile said.

Staple Street acquired Cyberlink ASP Technology in November 2019.

After Biden unexpectedly won the 2020 Presidential race, people started asking questions - among them Lin Wood. 

Questions about how this could happen. And about the hardware and software used - and WHO OWNED AND CONTROLLED IT.

It started to look like the Chinese Branch of giant Swiss bank UBS AG might have been the purchaser. 

But was it?

NO - not technically.
Confusion arose because UBS AG has two VERY similar-sounding branches. one is in NYC, the other in China:

China: UBS Securities Co, Ltd.
NYC: UBS Securities So, LLC.

It was the NYC branch that was participating in the Staple Street transaction.

HOWEVER:

Those two brances are BOTH part of UBS AG - NOT entirely separate entities.

MOREOVER

until around the time of the 2020 election, there were a number of high-level CHINESE managers involved in the NY branch, who left quite suddenly, once there was public scrutiny of this transaction. 

So in a broader sense - YES, there was VERY likely Chinese (and therefore CCP) involvement in the Oct 8th 2020 transaction involving Dominion and Staple Street.

IN ADDITION

it appears that UBS has quite a lot of business involvement in China - see CAPS.

There are TWO sub-branches of UBS - one in NYC and another in China - with similiar names.

What We Know: Dominion Voting Systems & UBS Securities and the Oct 8th $400mil investment

Some claims have surfaced suggesting Dominion Voting Systems—the company that provided voting hardware and software used in 28 states during the most recent US presidential election—was under majority Chinese ownership.

While this isn’t exactly the case, SEC-filed paperwork indicates a connection of some kind.


Dominion Voting Systems and a $400 Million Investment

On December 1, Trump-hired attorney Lin Wood first revealed that China bought Dominion for $400 million. Despite providing the SEC form D for this claim, it was not quite correct. Namely, the link between Dominion and China was not as straightforward as Wood first claimed. However, the convoluted chain of links does connect Dominion to China in some way:

- The payer of the $400 million was UBS Securities LLC [NYC], which is a subsidiary of Swiss investment bank UBS.
- The receiver of the payment was Staple Street Capital, which previously bought Dominion Voting Systems in 2018.
- The payment occurred on October 8, 2020.
- Although there is a Chinese bank and investment firm named ‘UBS Securities’, it is UBS Securities Co. Ltd (based in Beijing), not UBS Securities LLC (based in New York). [BUT BOTH ARE OWNED BY UBS AG FROM SWITZERLAND]
- However, with regard to UBS Securities LLC (based in New York), three out of four board directors were Chinese nationals. One of them, Ye Xiang, also served on board of the other subsidiary, UBS Securities Co. Ltd (based in Beijing). He also worked for China’s central bank.
- UBS received a special, fully-licensed status in China, which is rarely given to foreign banks. [GOT TO BE REFERRING TO UBS AG]
- The deal broker was none other than Chinese vice premier Wang Qishan, who has a reputation as a finance specialist in the Chinese government.

On top of all that, a day before Lin Wood’s tweet, 12 out of 15 UBS board members quit their positions. Among them was Ye Xiang. Another most recent individual to walk away was Cheng Yixun, a financial expert from Chinese’s Thousand Talents Program and the ex-CEO of Beijing-based UBS Securities Co. Ltd. Interestingly, the Thousand Talents Program has been widely covered by the US media as a security threat to America’s national interests.

Things don’t end there, as Dominion itself had Chinese insiders. Among them is Andy Huang, the Dominion’s Core Infrastructure Manager of Information Technology. Andy previously worked for China Telecom, from 1998 to 2002. Needless to say, such vital companies are tightly controlled by the Chinese government. 


Why is This Important?

Soon after President Trump took office, his presidency was brought into question under the framework of allegations widely known as Russian Collusion or Russiagate. Ultimately, no evidence was found.

However, the prolonged Russiagate saga did firmly establish that even a possibility of foreign election tampering erodes its legitimacy. The emerging Dominion scandal, if it turns out to be significant, holds much more of such legitimacy-eroding elements than Russiagate ever attempted to establish. 

After all, Dominion voting machines were used in 28 states. More importantly, they were used in almost all swing states.
Could this Negatively Impact the Economy?

Considering that the Federal Reserve is the most important US institution, it doesn’t matter who ends up being the President. Across the US Treasury, the personnel of both administrations are likely to follow the same Modern Monetary Theory (MMT) guidelines, aimed at maintaining financial stability.

Much will depend on the judicial system if it deems the surfacing Dominion concerns sufficient enough for an election do-over, or some other scenario. Ordinarily, DoJ and the FBI would be in charge of delving deeper into the Dominion-China connection. However, these are the same institutions that initiated Russiagate.

There is documentation of a recent exchange of securities with Dominion Voting, but by an American company with an almost identical name to a Chinese company. There was no foreign investment.

On Dec. 1, Infowars, a far-right-wing news and opinion website, posted an article about an investigation — it does not state by whom — that revealed Dominion Voting received $400 million "from a Swiss bank with close ties to the Chinese government" in October.
[It is TRUE that UBS AG has close ties to the Chinese gov't, not false.]

The claim was picked up by Georgia-based attorney and Trump supporter Lin Wood, who tweeted a link to a Form D notice 
[TRUE - writes goes on to gratuitously associate Lin W with Qanon conspiracy, KEK].

A Form D, or a notice of exempt offering of securities is filed within 15 days after the first sale of securities, which are tradable financial assets.
[TRUE? I don't know.]

CONCLUSION: A claim stating China invested $400 million in Dominion Voting Systems is FALSE, based on our research. 
The source of the claim, which is unclear, confused New York-based UBS Securities Co. LLC with Beijing-based UBS Securities Co. Ltd. Further, the U.S.-based bank brokered an exchange of securities between institutional investors and private equity firm Staple Street Capital III L.P., but it did not invest in the company.
[SO...who are these investors, anyway? Just guys off the street? Seems unlikely.]

e. Unasked question: Why did Staple Street use a broker with obvious Chinese ties to do this transaction?

On 09/26/2019, a paralegal from Chapman & Culler LLP, Soren Schwartz, facilitated and signed a Security Agreement between two foreign entities: Dominion Voting Systems Corporation & Hongkong and Shanghai Banking Corporation (HSBC) Canada.

The agreement assigned 18 patents owned by Dominion to HSBC as collateral.

In effect, the intellectual property (IP) in the electronic voting machines (EVMs) in 28 states - used by 40% of U.S. - is now held by a CCP-connected bank whose former work includes money laundering for the Sinaloa cartel.

A registered Democrat, Soren has been an intern for Senator Cory Booker (D-NJ). Why would Staple Street Capital LLP, which owns Dominion, retain a recent NYU graduate and paralegal to facilitate an important IP transaction between two multinational companies?
Perhaps his undergraduate thesis, "Underrepresentation of Women in the United States House of Representatives," could explain his unlikely involvement. Marco Polo will find out.

Staple Street Capital owns Dominion on paper. 


But there were two HUGE transactions before the election: 

- First, in Sept 2019, HSBC Canada did some kind of loan, in exchange for 18 of Dominion's most prized patents as collateral (HSBC = Chinese bank from 1865 now supposedly out of London). 

- Second, on Oct 8 2020, there was a $400mil deal for some chunk of Dominion brokered by UBS-Security LLC, which is out of NYC, but with definite ties to UBS-Security LTD in Beijing. Both owned by UBS AG in Switzerland. Re the second deal: An author writing about it said how unusual it was to see a one-investor done so fast and during a pandemic, to boot. (Of course, this was probably the most important election in US history. So maybe money was no object.)Is Staple Street Capital now just a shell company, a Dominion owner in name only?

One thing that's unclear:
How much Dominion is worth in total? We don't know. So don't know what $400mil means in terms of % of its total worth.

But assuming this $400mil deal went thru, it's going to give a good chunk of Dominion to UBS AG.

The activities of the Union Bank of Switzerland during World War II were not publicly known until decades after the war, when it was demonstrated that UBS likely took active roles in trading stolen gold, securities, and other assets during World War II.[88][89] 
The issue of "unclaimed property" of Holocaust victims became a major issue for UBS in the mid-1990s, and a series of revelations in 1997 brought the issue to the forefront of national attention in 1996 and 1997.[90] UBS confirmed that a large number of accounts had gone unclaimed as a result of the bank's policy of requiring death certificates from family members to claim the contents of the account.

MERGER WITH PAINE WEBBER
On 3 November 2000, UBS merged with Paine Webber, an American stock brokerage and asset management firm led by chairman and CEO Donald Marron.[115][116] At the time of its merger with UBS, Paine Webber had emerged as the fourth largest private client firm in the United States with 385 offices employing 8,554 brokers. The acquisition pushed UBS to the top wealth and asset management firm in the world. Initially, the business was given the divisional name UBS PaineWebber but in 2003 the 123-year-old name Paine Webber disappeared when it was renamed UBS Wealth Management USA.[117] UBS took a CHF 1 billion write-down for the loss of goodwill associated with the retirement of the Paine Webber brand when it integrated its brands under the unified UBS name in 2003.[47]

One thing we do know is this: 
the relationship between Swiss and Chinese interests has been growing closer in recent years.

Why are Swiss-Chinese relations so close?
2017

- Pres. Xi visited China in 2017. 
- There have been many Chinese delegations visiting Switzerland, building a relationship "based on mutual respect and trust."
- Switzerland was also "one of the first Western countries that sought contact with China."
- Their relationship is "pioneering." Bern recognized the People's Republic in 1950 (one year after its creation) - that was early.
- First country to sign a free-trade agreement with Beijing (2013)

But for some time after 1999, there was a problem as the result of the "Free Tibet" movement in Switzerland:
The early establishment of diplomatic relations created for Switzerland considerable trust among the Chinese. This played a large role in ensuring that relations survived testing moments, such as in 1999 when, during the official reception in Bern for China’s then-President Jiang Zemin, Tibetan sympathisers unrolled “Free Tibet” banners. “You’ve lost a good friend,” Jiang told Swiss politicians.
It’s taken 18 years for a Chinese president to return to Switzerland. The visit offers a chance to close that chapter once and for all.
The turning point after that diplomatic breakdown and the development of good relations was 2007, when Switzerland and China signed a memorandum of understanding “to intensify high-level political consultations and strengthen bilateral relations across a wide range of areas”, as the foreign ministry puts it.
Around 20 dialogues have since been opened and a wide range of relations rebuilt: “An unbelievable dynamic was created.” 
Countless visits followed, from 2010 only at government level. In 2013, five of the seven cabinet ministers headed to China – a record. Currently hardly a month goes by without a Chinese minister or an important delegation coming to Switzerland.

The Swiss bank, which currently owns 24.99% of the UBS Securities Co joint venture, had applied in May this year to the China Securities Regulatory Commission (CSRC) to raise its stake to 51%. UBS is acquiring from China Guodian Capital Holdings and COFCO their 12.01% and 14% stakes in UBS Securities, respectively. 

This makes it the first foreign bank to secure such control under new rules announced by Beijing last year.

Lots of nicey, nicey "safe" projects listed here, but the globalist agenda sort of bleeds thru, with the emphasis on sustainable development and greet communities. Which is dankly funny, in light of China's abyssmal air quality. And while it's nice they've got charities there, their record of human rights violations (aggregious ones) kind of ruins the nice picture. Lots to dig on here, doubtful these orgs are nearly as nice as they seem.

Second largest bank in EU.

Owns 18 Dominion patents. So it's got a LOT of clout over that company.
It's COLLATERAL - but for what?


  Findings so far:
 
1. Established in 1865 to finance the OPIUM TRADE after first opium war.
The Hongkong and Shanghai Bank was founded by Thomas Sutherland in the then-British colony of British Hong Kong on 3 March 1865, and in Shanghai a month later, benefiting from the start of trading into China, including opium trading (wikipedia).

2. Went to London during WW2. But China bank did swell even after CCP took over China - lots of expansion between 1953 - 1980 and after.   (wikipedia)
Cultural Revolution? No problem! (wonder how they pulled that off at a time when anything capitalist was getting destroyed....)

3. Now has branches in countries all over the world. HSBC Holdings is centered in London with branches all over the world, including China and Canada. Second largest bank in Europe.

4. Has had problems with money laundering in the past.
July 3, 2013: British bank helped move money for drug traffickers and countries subject to U.S. sanctions

Obviously, this bank is TOTALLY CORRUPT.

WHO Insider Blows Whistle on Gates and GAVI
Dr. Astrid Stuckelberger is a health scientist who does research, training and teaching in public health. Early on in her career, she began working with WHO, doing research which she says was “science for politics.” In this video she talks about the “suspicious” activities of Bill Gates and the reservations she has about the actions of the WHO, GAVI and Gates.

As her career advanced, she started getting asked by politicians to organize events in public health. And then, in her capacity working with research ethics for WHO, she was asked by Geneva University to work on international health regulations in 1999.

She also worked with Georgetown University and others to be ready for a pandemic and to act quickly in the event one happened. In a stunning confession, she says Switzerland is the center of corruption, and that GAVI and Bill Gates have total immunity from everything they do.

Worse, when the pandemic began, she found that many breaches to international health regulations were occurring, and more. The rules under which countries work with WHO virtually put WHO in charge of all rules and formal edicts and announcements — with Gates being right there as part of the executive board like an unofficial member state, making decisions that affect the entire world.
One of the primary arguments for genetically engineered (GE) crops and foods was that it was going to solve world hunger. Reality, however, has demonstrated the massive flaws in this argument.

GE agriculture actually does the complete opposite by destroying our soils and making food more toxic and less nutritious. Regenerative farming, on the other hand, has demonstrated its superiority with regard to yield and nutrition, all without the use of toxic chemicals.

Ronnie Cummins from the Organic Consumers Association is calling for a transition toward regenerative organic farming, which has the ability to solve many of our most pressing problems simultaneously.

He believes that there are four major drivers of change to create the regenerative system we would like to have:

    Education and awareness raising
        This also includes putting the information into practice, meaning, every time you pull out your wallet, you’re considering whether your money is going to support a degenerative or regenerative system. True change comes when people act out their beliefs in the marketplace
    Innovation
        This includes innovation of farmers, ranchers, people who take care of our forests and wetlands and people who are innovative in terms of educating the public
    Policy changes
        Local school boards
        Park districts
        White House
    Funding and investment — This includes both private investors and public monies

Farms such as the Via Organica farm in Mexico are promoting a novel way to produce inexpensive, yet highly nutritious, animal feed made from native agave plants driving this change of paradigm. But there is much more that needs to be done.

A history - some of which has never been published before:

The setup for mass mail balloting started in Washington state in 1985 with a plan to turn Washington blue. 
At that time Republicans were very good at their mail ballot game, but absentee voting was restricted. 
The Democrats effort to achieve dominance in absentee voting involved a software guy named Jeffrey Dean, who specialized in accounting software, and his brother Neil Dean, who mobilized temp workers and had a mail sorting operation.
The plan was interrupted when Jeff Dean was sentenced to prison for embezzlement from his politically connected employer. 

SPECTRUM PRINT & MAIL (ballots)
As soon as he was released from prison, some unknown entity financed Jeff Dean for his own ballot printing company, to the tune of a couple million $. He was immediately given the contract to handle ballot printing for King County WA, and his brother handled mail sorting for absentees, plus provided election workers through his temp firm.
Meanwhile, embezzler Jeff got 24 hour keycard access to King County elections with total god-level admin access to both their voter registration system and their central tabulation.
Jeff hired his prison buddy, narcotics trafficker John Elder, to help run the ballot printing. Sometimes they left bags of ballot overages on the curb for night pickup.

JEFF DEAN BUYS GLOBAL ELECTION SYSTEMS
Even though he had made no attempt to pay court ordered restitution of over $300k, somehow Jeff Dean had enough financing to purchase Global Election Systems, a manufacturer of optical scan machines, DRE touchscreens, and the GEMS central tabulator.

DOUBLE SET OF BOOKS
Within weeks of purchase, Jeff Dean had ordered programmers to create a unique architecture featuring a double set of books in the central tabulator. This is interesting timing, because he had been visiting then-Los Angeles County registrar Conny McCormack to set up her central tabulation system.
California had just enacted a law requiring a hand count audit of one-half percent of its precincts. The GEMS double set of books enabled a crooked election to pass a hand count spot check:
- vote totals for each voting machine for each precinct fed into its Microsoft Access database, in two identical tables.
- when you run a results report it pulls from one of the tables.
- by entering a "-1" in a specific field, the vote data in the two tables decouple from each other.
- when doing a spot check audit (or any RLA) the precinct you are auditing will pull from a true table even if the actual data being summed up in the other table, the total, is false.
I traced this specific design to Jeffrey Dean. As a financial accounting programmer, he understood the importance of a double set of books to defeat audits.
My sources told me Jeff Dean wasn't a great programmer, but he did do the architecture specifications.

VOTE REMOTE
He brought in programmers to create "Vote Remote" which was an automated signature comparison program, with ways to set matching tolerance as loose or tight as needed for any group of ballots.
His brother Neil was working on sophisticated mail processing and sorting. Jeff did some of the programming for Neil.

FRACTIONAL COUNTS
By June 2001 Jeff had a new design specification for the central tabulator: fractional counts and a weighted race function. This allows a preset allocation of votes by assigning a percentage of each vote, which can be less than or more than one.
This appeared to be a requirement for acquisition of the merged Global Elections and ballot print & mail firm. Jeff Dean was the largest stockholder in both (put in wife's name because he still owed restitution on his embezzlement). 
By 2001, Global Election Systems was basically insolvent. Two days after completing the commit on the new fractional count feature, Diebold issued a large bridge loan to Global Elections. 

DIEBOLD ACQUIRES GLOBAL ELECTIONS
Diebold acquired Global in Jan. 2022. Using the trade name Diebold, but with the elections division operating as a stand-alone, "Diebold" sold its first major deal, a statewide voting system buy by the state of Georgia.
In the mean time, Jeff Dean and partner John Elder were running around California signing up customers for Vote Remote and a planned expansion of vote by mail.

ESCAPE FROM FINANCIAL PREDICAMENTS
I started writing about Jeff Dean in 2003. His convicted felon past got too hot to handle so Diebold put him at arms length with a lucrative consulting agreement. 
I got his story into The Associated Press, which snowballed into a court order to cough up the $300k restitution. But Jeff shielded the millions he made on the Diebold acquisition claiming it all belonged to his wife.
In 2004, one of his Vote Remote programmers sued him for a piece of the Diebold $$ Jeff had promised him. 
The programmer, Tae Kim, won, but Jeff and wife declared bankruptcy while also somehow funding acquisition of a plush ranch in Idaho and bankrolling son into ownership of a nearby RV resort.
Through 2006 they were tied up in bankruptcy fraud investigations. 
Brother Neil's firm was acquired by Pitney Bowes, which quickly lined up several patents for signature comparison, vote by mail processing, ballot envelope design, and ballot tracking software.
By this time most of Washington State was vote by mail, all of Oregon, and it was vastly expanded in Colorado, California, and many other states.
Former drug trafficker/ballot printer John Elder went into a private consulting business helping with vote by mail and also petition signature matching.
By 2011, with vote by mail getting into full swing, Jeff Dean sat atop his hilltop ranch, horses running around, and (according to a neighbor I interviewed) "surrounded by empty vodka bottles in a room full of servers."
She had no idea what he was doing with the servers.
Jeff Dean is quite old now and probably out of the elections industry he helped launch.
He managed to reverse the judgment against him by Tae Kim and got extricated from bankruptcy.
All in all, Jeff Dean seemed to have a lot of help getting out of his financial problems. 
In his depositions, he explained it was unfair to take the rap for embezzlement, claiming that certain partners at the firm had been compensating him under the table for a project that couldn't be discussed. When other partners found out, he took the fall and the firm split up.
The firm handled business for King County and the Washington State Democrats. Among its partners was Egil "Bud" Krogh, previously head of the Watergate Plumbers unit under Richard Nixon.
The shadowy bankrolling of Jeff's ballot printing plant while he was on work release from prison, his extraordinary on site access to King County voting software, and his intimate involvement with every facet of what became modern election systems nationwide, has always had me wondering if he had 3-letter agency friends.
