A Bill
To establish a program at BARDA for developing medical countermeasures for viral threats with pandemic potential.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.
This Act may be cited as the “Disease X Act of 2023”.
SEC. 2. Medical countermeasures for viral threats with pandemic potential.
(a) In General.—Section 319L(c)(4) of the Public Health Service Act (42 U.S.C. 247d–7e(c)(4)) is amended—
(1) in subparagraph (D)—
(A) in clause (ii), by striking “; and” and inserting a semicolon;
(B) by redesignating clause (iii) as clause (v); and
(C) by inserting after clause (ii) the following:
“(iii) the identification and development of platform manufacturing technologies needed for advanced development and manufacturing of medical countermeasures for viral families which have significant potential to cause a pandemic;
“(iv) advanced research and development of flexible medical countermeasures against priority respiratory virus families and other respiratory viral pathogens with a significant potential to cause a pandemic, with both pathogen-specific and pathogen-agnostic approaches; and”; and
(2) in subparagraph (F)—
(A) in clause (ii), by striking “; and” at the end and inserting a semicolon;
(B) in clause (iii), by striking the period and inserting “; and”; and
(C) by adding at the end the following:
“(iv) priority virus families and other viral pathogens with a significant potential to cause a pandemic.”.
(b) Funding.—Section 319L(d)(2) of the Public Health Service Act (42 U.S.C. 247d–7e(d)(2)) is amended—
(1) by striking “To carry out” and inserting the following:
“(i) IN GENERAL.—To carry out”; and
(2) by adding at the end the following:
“(ii) ADDITIONAL FUNDING.—
“(I) IN GENERAL.—In addition to the amounts appropriated under clause (i), there is authorized to be appropriated to the Fund $40,000,000 for each of fiscal years 2024 through 2028, which amounts shall be used solely for purposes of carrying out clauses (iii) and (iv) of subsection (c)(4)(D), such amounts to remain available until expended.
“(II) RESTRICTION ON USE OF FUNDS.—Any product developed using funding appropriated pursuant to subclause (I) shall be substantially manufactured in the United States. The Secretary may waive the requirements of this subclause with respect to individual entities if the Secretary determines that requiring domestic research and development operations would be inconsistent with the public interest.”.

Biomedical Advanced Research and Development Authority (BARDA)
The Biomedical Advanced Research and Development Authority (BARDA)' is a U.S. Department of Health and Human Services (HHS) office responsible for the procurement and development of medical countermeasures, principally against bioterrorism, including chemical, biological, radiological and nuclear (CBRN) threats, as well as pandemic influenza and emerging diseases.[1]: 140  BARDA was established in 2006 through the Pandemic and All-Hazards Preparedness Act (PAHPA) and reports to the Office of the Assistant Secretary for Preparedness and Response (ASPR). The office manages Project BioShield, which funds the research, development and stockpiling of vaccines and treatments that the government could use during public health emergencies such as chemical, biological, radiological or nuclear (CBRN) attacks.[1]: 140 
In addition to preparing and maintaining bioterrorism responses and countermeasures, HHS, through the ASPR and BARDA, prepares and maintains an integrated system of medical countermeasures for both known or unknown, and re-emerging or novel types of public health emergencies. These include diagnostic tools, therapeutics, such as antibiotics and antivirals, and preventative measures, such as vaccines. BARDA is an established, official interface between the U.S. federal government and the biomedical industry.[1]: 267  BARDA also participates in the governmental inter-agency Public Health Emergency Medical Countermeasures Enterprise (PHEMCE), providing coordination across the US federal government in developing and deploying such countermeasures.[1]: 267 
BARDA works with the biomedical industry, using grants and other assistance, to promote advanced research, innovation and the development of medical devices, tests, vaccines and therapeutics. BARDA also procures and maintains stockpiles of materials, such as drugs, personal protective equipment (PPE) and vaccines, for the Strategic National Stockpile (SNS).[2]

Modular Vaccine Approach
A tailorable platform that supports safe and simple manufacture of target antigens at high capacity has the potential to rapidly respond to an emerging disease. Most vaccine platform technologies consist of a platform base carrier (Fig. 1 ) that is amendable to modularization with target antigenic components of pathogens (known as modules). Independently, these components exhibit weak immunogenicity and poor stability. To harness the immunostimulatory properties of such antigens, platform carriers are engineered and developed to enhance the antigenicity but without the infectious trait of pathogens. Such engineering also allows the production of novel vaccine candidates that cannot be obtained through traditional methods (attenuation and inactivation). Basic research to determine suitable modules with antigenic potential is a prerequisite of this modular approach, yet the use of generic platforms supports streamlined and standardized vaccine development, potentially reducing the cost of development.

During her testimony, she choked up as she spoke of comforting the victims' families and grew angry at accusations that the Obama administration misled the country over whether the Benghazi incident stemmed from a protest. She also depicted the incident as part of a long history of such violence, and the result of regional instability since the “Arab Spring” revolutions that began in 2011.

In a long-awaited decision, the Federal Court has ruled that the measures Prime Minister Justin Trudeau invoked under the Emergencies Act were unreasonable and unconstitutional.

The decision follows an application for judicial review launched by the Canadian Constitution Foundation, the Canadian Civil Liberties Association, and several other applicants in 2022 after the emergency measures were used to end the Freedom Convoy protests in Ottawa.

The measures controversially allowed the government to freeze the bank accounts of protesters, conscript tow truck drivers, and arrest people for participating in assemblies the government deemed illegal.

The court declared that the decision to issue the Proclamation and associated Regulations and Order was unreasonable and beyond the scope of the Emergencies Act. Continue…

Other topics included campaign finance reform, lobbying reform, the Republican-proposed balanced budget amendment, welfare reform, health care reform, a proposal to raise the federal minimum wage, the proposed Middle Class Bill of Rights, the line-item veto, a limit on unfunded mandates, action to curb illegal immigration, a reduction in federal regulations, and a federal effort aimed at teenage pregnancy. close

America entered 2023 with two big problems and two leading theories about what was causing them. Over the preceding three years, the murder rate had reached levels not seen since the mid-1990s, which was widely attributed to reductions in policing following the protests over the murder of George Floyd. The inflation rate was even worse, by historical standards, peaking in 2022 at 9 percent, the highest number since 1981. This, in turn, was believed to be the result of Congress and the Biden administration pumping too much money into the economy. Each theory implied a solution to its respective crisis. To bring crime back down, America’s cities would have to empower their depleted and demoralized police forces. To tame inflation, the Federal Reserve would have to crush consumer spending by triggering a recession.
Both theories now appear to have been wrong. Over the course of 2023, police forces kept shrinking, yet overall violent-crime rates plummeted to their lowest levels since the 1960s, according to preliminary FBI data. And the economy boomed even as inflation came just about all the way down to the Fed’s 2 percent target. In surveys, most Americans say that crime and inflation are still rising, but they’re wrong. Call it the Great Normalization: The twin crises largely evaporated, and no one is totally sure why.'
